【摘要】：明朝授予督撫監(jiān)鎮(zhèn)等地方軍政長官就近選將之權(quán),以彌補(bǔ)兵部銓選的不足,有"題用"與"咨用"兩種方式,又以巡撫的權(quán)責(zé)最重。無論題用還是咨用,督撫監(jiān)鎮(zhèn)擬定的人選能否任用皆取決于兵部,最終由皇帝定奪,從而使中央集權(quán)與地方分寄在選將的層面取得了一定的平衡。但是,題用與咨用在制度設(shè)計(jì)上并不完善,產(chǎn)生了諸多消極影響,未能對挽回明季的軍事頹勢發(fā)揮重要作用。
[Abstract]:In the Ming Dynasty, the governor, supervisor, town, and other local military and government officials were granted the power to elect generals in order to make up for the deficiency in the election of the Civil Service of the armed forces. There were two ways of "subject use" and "advisory use", and the most important power and responsibility of the governor. Whether the subject is used or not, the appointment of the governor and governor depends on the army, and finally by the emperor, thus making the centralization of power and local distribution in the selection of the level of a certain balance. However, the design of the system is not perfect, which has produced a lot of negative effects and failed to play an important role in restoring the military decline of the next season.
