【摘要】： 那彥成,滿州正白旗籍,章佳氏,字韶九,一字東甫,號繹堂。清大學(xué)士,伊犁將軍阿桂之孫。曾歷任伊犁領(lǐng)隊大臣喀喇沙爾辦事大臣葉爾羌辦事大臣喀什噶爾參贊大臣。1826年,新疆和卓后裔張格爾在浩罕擴張勢力的支持下進入南疆西四城,擾亂了新疆自乾隆中期以來60多年的和平局面。平定張格爾之亂后,為了靖內(nèi)制外,加強邊政和邊防建設(shè),清政府命直隸總督、刑部尚書那彥成為欽差大臣,前往新疆總辦善后事宜。那彥成在善后中制定了一套制止浩罕擴張,維護邊疆安定的措施。這些措施都被那彥成之長子容安輯入了《那文毅公籌劃回疆善后奏議》中,此奏議由容安精心收集而成,資料來源可靠,內(nèi)容詳實可信。新疆位于祖國的西陲,歷來就是國防重地。清朝道光年間,在浩罕國的支持及唆使下發(fā)生了張格爾之亂,后來又有阿古柏入侵新疆,對新疆及國家的穩(wěn)定構(gòu)成極大威脅。以史鑒今,在當今國際環(huán)境復(fù)雜的情況下,研究清朝時期新疆的善后措施與新疆穩(wěn)定的關(guān)系,有十分重大的現(xiàn)實意義。

In 1826, Zhang GE, a descendant of Xinjiang and Zhuo, entered the western four cities of southern Xinjiang with the support of Haohan's expanding forces, disturbing the peace situation of Xinjiang since the middle of Qianlong.After pacifying Zhang Gel's chaos, in order to strengthen the border administration and border defense construction, the Qing government ordered the governor of Zhili, and the minister of the criminal department, then Yan Cheng, went to Xinjiang to deal with the aftermath.In the aftermath, Na Yancheng formulated a set of measures to stop the expansion of Haohan and maintain stability in the frontier.These measures were compiled by the eldest son of Na Yancheng, Rong'an, into the "Na-Wen Yi Gong's plan to return to Xinjiang," which was carefully collected by Rong an, with reliable data sources and detailed and reliable contents.Xinjiang is located in the western border of the motherland, has always been a national defense.During the period of Daoguang in the Qing Dynasty, under the support and instigation of the Haohan state, Zhang GE's rebellion took place, and then Aguber invaded Xinjiang, which posed a great threat to the stability of Xinjiang and the country.It is of great practical significance to study the relationship between the measures of rehabilitation and stability in Xinjiang during the Qing Dynasty under the complicated international environment.
