【摘要】：一段時間以來,繼續(xù)堅持推進(jìn)全球化發(fā)展還是從全球化中退出,不僅成為國際學(xué)術(shù)界討論的熱門話題,而且還在一些國家開始了具體實施,譬如說英國脫歐、美國宣布退出氣候變化《巴黎協(xié)議》等。全球化發(fā)展面臨新的歷史考驗。本研究在系統(tǒng)回顧全球化的階段性發(fā)展過程以及階段性發(fā)展特征的基礎(chǔ)上,充分肯定了全球化對于促進(jìn)全球貿(mào)易增長、投資增長、技術(shù)進(jìn)步、金融發(fā)展、經(jīng)濟(jì)發(fā)展、減少貧困等方面的積極意義,尤其是全球化對促進(jìn)發(fā)展中國家的快速發(fā)展具有十分重要的意義。研究從資源稟賦、市場力量、技術(shù)創(chuàng)新等方面分析了驅(qū)動全球化發(fā)展的客觀動因,認(rèn)為全球化是人類歷史發(fā)展的客觀歷史過程,沒有誰能夠阻止全球化過程進(jìn)一步向前發(fā)展。研究同時也指出了目前全球化發(fā)展過程中存在的許多重要問題,譬如說貧富不均和社會不平等進(jìn)一步擴(kuò)大的問題、一些國家出現(xiàn)產(chǎn)業(yè)空心化的問題、不少國家失業(yè)率高居不下的問題、引發(fā)全球性金融經(jīng)濟(jì)危機(jī)的力量伴隨全球化發(fā)展而有可能進(jìn)一步積累的問題,等等。為了做到進(jìn)一步弘揚(yáng)全球化給人類發(fā)展帶來積極影響,同時減少、制約和克服全球化在其發(fā)展過程中所帶來的不利影響,本研究提出了推進(jìn)全球化實行轉(zhuǎn)型發(fā)展的新思路以及實施全球化轉(zhuǎn)型發(fā)展的具體目標(biāo)和方向。本研究發(fā)現(xiàn),積極推動實施"一帶一路"倡議和"一帶一路"建設(shè),是目前促進(jìn)全球化轉(zhuǎn)型發(fā)展的一個重要"抓手",因為"一帶一路"所倡導(dǎo)的共商共建共享的基本理念以及開放包容、互利共贏的基本精神和基于這些所構(gòu)建的新的國際合作模式,十分有利于吸引各國的積極參與、共同推進(jìn),這正好是推動全球化實行轉(zhuǎn)型發(fā)展的前提條件;"一帶一路"所倡導(dǎo)的實現(xiàn)"五路"目標(biāo)及其所要遵循的"五不會"原則以及所要解決的"三個赤字"問題,正好為新時期實現(xiàn)全球化轉(zhuǎn)型發(fā)展提供了好的制度基礎(chǔ);推進(jìn)"一帶一路"建設(shè)的"五通"內(nèi)容以及通過開展重大項目實施而振興全球經(jīng)濟(jì)、促進(jìn)全球發(fā)展的務(wù)實推進(jìn)方法則為實現(xiàn)全球化轉(zhuǎn)型發(fā)展提供了好的推進(jìn)方式參照。因此,從一定意義上講,積極推進(jìn)"一帶一路"倡議的實施與落實,將直接有助于推進(jìn)全球化轉(zhuǎn)型發(fā)展,有助于逐步構(gòu)建起一個開放、包容、普惠、平衡、共贏的新的全球化。因此,中國提出的"一帶一路"倡議,客觀上也就構(gòu)成了新時期推進(jìn)全球化轉(zhuǎn)型發(fā)展的"中國方案"的重要組成部分。
[Abstract]:For some time now, whether to continue to promote the development of globalization or to withdraw from globalization has not only become a hot topic to be discussed in the international academic community, but has also begun to be implemented in some countries, such as Brexit from the European Union. The United States announced its withdrawal from the Paris Agreement on Climate change. The development of globalization is facing a new historical test. On the basis of a systematic review of the development process and characteristics of globalization, this study fully affirms the contribution of globalization to global trade growth, investment growth, technological progress, financial development and economic development. The positive significance of poverty reduction, especially globalization, is very important to promote the rapid development of developing countries. This paper analyzes the objective causes of globalization from the aspects of resource endowment, market forces and technological innovation, and holds that globalization is an objective historical process of human history, and that no one can prevent the further development of globalization. At the same time, the study also points out many important problems existing in the current development of globalization, such as the problems of inequality between the rich and the poor and the further expansion of social inequality, and the problem of industrial hollowing in some countries. Many countries have the problem of high unemployment rate, the forces of global financial and economic crisis may accumulate with the development of globalization, and so on. In order to further promote the positive impact of globalization on human development while at the same time reducing, constraining and overcoming the negative effects of globalization in the course of its development, This study puts forward a new idea of promoting globalization and implementing the transformation and development of globalization. This study finds that actively promoting the implementation of the "Belt and Road" initiative and the "Belt and Road" construction is an important "grab" to promote the transformation and development of globalization at present. Because "Belt and Road" advocated the basic concept of co-construction and sharing, as well as the basic spirit of openness, tolerance, mutual benefit and win-win cooperation, and the new international cooperation model based on these ideas, which is very conducive to attracting the active participation of all countries and promoting them together. This is exactly the prerequisite for promoting the transformation and development of globalization; "Belt and Road" advocated the realization of the "five routes" goal and the "five No" principle and the "three deficits" to be solved, which provided a good institutional basis for the realization of the globalization transformation and development in the new period. The contents of the "five links" to promote the construction of "Belt and Road" and the promotion of the global economy through the implementation of major projects, and the pragmatic methods of promoting global development provide a good reference for the realization of the transformation and development of globalization. Therefore, to a certain extent, actively promoting the implementation and implementation of the "Belt and Road" initiative will directly contribute to promoting the transformation and development of globalization and will help to gradually build a new globalization that is open, inclusive, balanced and win-win. Therefore, the "Belt and Road" initiative put forward by China objectively constitutes an important part of the "China Plan" to promote the transformation and development of globalization in the new era.
