“一帶一路”沿線國(guó)家貿(mào)易便利化水平對(duì)中國(guó)出口的影響

【摘要】:自2013年中國(guó)國(guó)家主席習(xí)近平提出"一帶一路"戰(zhàn)略以來(lái),我國(guó)與"一帶一路"沿線國(guó)家的聯(lián)系日益緊密,與該區(qū)域國(guó)家的貿(mào)易逐年增加。但同時(shí)應(yīng)該注意的是,我國(guó)與沿線大多數(shù)國(guó)家之間的貿(mào)易水平還處于比較低的階段,還存在著很大的提升空間。自2008年美國(guó)"次貸危機(jī)"以來(lái),我國(guó)經(jīng)濟(jì)的發(fā)展速度逐漸放緩。增加我國(guó)的貿(mào)易出口,使我國(guó)經(jīng)濟(jì)的增長(zhǎng)速度保持在一個(gè)合理范圍之內(nèi),已成為我國(guó)現(xiàn)階段經(jīng)濟(jì)發(fā)展的主要任務(wù)。在現(xiàn)代國(guó)際貿(mào)易中,貿(mào)易雙方通常會(huì)選擇采用提高兩國(guó)貿(mào)易便利化水平的方法來(lái)促進(jìn)雙方的貿(mào)易增長(zhǎng)。為了提高我國(guó)對(duì)"一帶一路"沿線國(guó)家的貿(mào)易出口,對(duì)沿線國(guó)家的貿(mào)易便利化水平進(jìn)行測(cè)算并找出我國(guó)向這一地區(qū)出口過(guò)程中的主要制約因素,具有十分重要的現(xiàn)實(shí)意義。本文在研究過(guò)程中,主要擬解決三個(gè)問(wèn)題:"一帶一路"沿線國(guó)家的貿(mào)易便利化水平如何?貿(mào)易便利化水平對(duì)我國(guó)的出口是否具有促進(jìn)作用?貿(mào)易便利化指標(biāo)體系中的四個(gè)一級(jí)指標(biāo)對(duì)我國(guó)的出口所起的作用是否相同?針對(duì)這三個(gè)問(wèn)題,本文通過(guò)對(duì)相關(guān)理論和文獻(xiàn)的學(xué)習(xí),結(jié)合"一帶一路"沿線國(guó)家的實(shí)際情況,構(gòu)建了一套包含四個(gè)一級(jí)指標(biāo)(口岸效率、海關(guān)與貿(mào)易環(huán)境、規(guī)制環(huán)境、金融與電子商務(wù))和二十個(gè)二級(jí)指標(biāo)的貿(mào)易便利化指標(biāo)體系。之后使用層次分析法及yaahp軟件對(duì)所構(gòu)建的二級(jí)指標(biāo)進(jìn)行了權(quán)重賦值,最后測(cè)算出了"一帶一路"沿線47個(gè)主要國(guó)家在2011-2015年的貿(mào)易便利化水平。從測(cè)算結(jié)果中可以看到,"一帶一路"沿線大部分國(guó)家的貿(mào)易便利化水平程度還比較低,僅有新加坡、阿聯(lián)酋等少數(shù)國(guó)家處于十分便利的階段,其他國(guó)家都處于一般便利和不便利的階段。我國(guó)的貿(mào)易便利化水平處于一般便利階段,但與貿(mào)易便利化水平較高的國(guó)家相比還存在著很大的差距。在貿(mào)易便利化水平與我國(guó)出口之間的實(shí)證分析中,本文使用了擴(kuò)展的引力模型的分析方法,對(duì)"一帶一路"沿線國(guó)家的貿(mào)易便利化水平與我國(guó)向"一帶一路"沿線國(guó)家整體以及三個(gè)國(guó)家區(qū)域(東亞、東南亞及南亞國(guó)家區(qū)域,中亞、西亞及非洲國(guó)家區(qū)域,中東歐國(guó)家區(qū)域)的出口分別進(jìn)行了混合最小二乘法分析,得出貿(mào)易便利化水平的提高能夠促進(jìn)我國(guó)向"一帶一路"沿線國(guó)家整體和三個(gè)國(guó)家區(qū)域的貿(mào)易出口。最后,又分別使用組成貿(mào)易便利化指標(biāo)體系的四個(gè)一級(jí)指標(biāo)對(duì)我國(guó)向"一帶一路"沿線國(guó)家整體及上述三個(gè)國(guó)家區(qū)域的出口進(jìn)行回歸分析,得出了以下結(jié)論:貿(mào)易便利化各一級(jí)指標(biāo)均對(duì)我國(guó)的貿(mào)易出口起著促進(jìn)作用;對(duì)于不同區(qū)域的國(guó)家,貿(mào)易便利化各一級(jí)指標(biāo)所起作用不同。最后,針對(duì)前面分析所得出的結(jié)論,分別從國(guó)內(nèi)和國(guó)外兩個(gè)角度給出了相關(guān)政策建議。在國(guó)內(nèi)建議方面,應(yīng)該積極提高我國(guó)自身的貿(mào)易便利化水平;在國(guó)外建議方面,我國(guó)應(yīng)該積極加強(qiáng)與"一帶一路"沿線國(guó)家的合作力度來(lái)不斷優(yōu)化雙方之間的貿(mào)易便利化水平。
[Abstract]:Since the first strategy of President Xi Jinping of China in 2013, China has become more and more closely related to the country along the road, and the trade with the countries in the region has increased year by year. At the same time, it should be noted that the level of trade between China and the majority of the countries along the line is still at a relatively low stage, and there is also a large lifting space. Since the "subloan crisis" of the United States in 2008, the speed of our country's economy has gradually slowed. To increase our country's trade export, keep the growth rate of our economy in a reasonable range, has become the main task of our country's economic development at the present stage. In modern international trade, the two parties will often choose to adopt a method of improving the trade facilitation level of the two countries to promote the trade growth of both sides. In order to improve our country's trade export to the country along the road, the trade facilitation level of the country along the line is calculated and the main restriction factor of our country's export process is found out, which is of great practical significance. In the course of the study, the paper mainly intends to solve three problems: how is the trade facilitation level of the countries along the "One Belt and One Road" line? Does the level of trade facilitation play a catalytic role in the export of our country? Are the four first-level indicators in the trade facilitation indicator system the same for our country's exports? In view of these three problems, this paper constructs a set of four-level indicators (port efficiency, customs and trade environment and regulatory environment) through the study of the relevant theories and the literature, in combination with the actual situation of the country along the "One Belt and One Road" line. The index system of trade facilitation for finance and e-commerce) and twenty-two indicators. Then, using the analytic hierarchy process and the yahp software, the weights of the constructed secondary indexes are given, and the trade facilitation level of the 47 major countries along the "One Belt and One Road" line in 2011-2015 is calculated. From the results of the calculation, it can be seen that the level of trade facilitation in most countries along the "One Belt and One Road" is still low, and only a few countries such as Singapore and the United Arab Emirates are in a very convenient phase, and other countries are in general and inconvenient phases. The level of trade facilitation in our country is at a general convenience stage, but there is still a large gap between countries with higher levels of trade facilitation. In the empirical analysis between the level of trade facilitation and our country's exports, this paper uses the extended gravity model to analyze the trade facilitation level of the country along the one-way line and the whole country along the one-way line and three countries (East Asia, The export of South-East and South-Asian countries, Central Asia, Western Asia and the African countries, Central and Eastern Europe (CEE) countries, respectively, is subjected to a mixed least-square analysis, It is concluded that the improvement of the level of trade facilitation can promote the trade exports of our country to the national and three national regions along the "One Belt and One Road". Finally, four first-level indicators, which make up the index system of trade facilitation, are used to carry out the regression analysis to the country in the "One Belt and One Road" and the export of the above-mentioned three countries, and the following conclusions are drawn: The first-level indicators on trade facilitation play a catalytic role in the export of trade in our country; for countries in different regions, trade facilitation has a different effect on the first-level indicators. Finally, for the conclusion from the previous analysis, the relevant policy suggestions are given from both domestic and foreign angles, respectively. In terms of domestic suggestions, we should actively improve the trade facilitation level of our country; on the other hand, we should actively strengthen the cooperation with the countries along the "One Belt and One Road" to optimize the trade facilitation level between the two countries.
