【摘要】：河北省位于"一帶一路"建設(shè)和京津冀協(xié)同發(fā)展的交匯點(diǎn),農(nóng)業(yè)對(duì)外投資合作面臨重大發(fā)展機(jī)遇。在此背景下,本文嘗試回答"如何加快推動(dòng)河北省農(nóng)業(yè)對(duì)外投資合作"這個(gè)問(wèn)題。首先,摸清河北省農(nóng)業(yè)對(duì)外投資合作的總體情況,從投資動(dòng)因、投資方式、投資環(huán)節(jié)、目標(biāo)市場(chǎng)等方面剖析河北省農(nóng)業(yè)對(duì)外投資合作的5種主要模式,指出其農(nóng)業(yè)對(duì)外合作面臨的挑戰(zhàn)與問(wèn)題。其次,明確推動(dòng)河北省農(nóng)業(yè)"走出去"的重要抓手,搭建境外投資全產(chǎn)業(yè)鏈平臺(tái),以科技合作帶動(dòng)先進(jìn)技術(shù)引進(jìn),推動(dòng)重點(diǎn)項(xiàng)目?jī)?yōu)化境外投資布局。第三,從信息服務(wù)、政府引導(dǎo)和財(cái)政支持3個(gè)方面提出加快推動(dòng)河北省農(nóng)業(yè)對(duì)外投資合作的政策建議,為相關(guān)部門(mén)及"走出去"企業(yè)提供參考。
[Abstract]:Hebei Province is located at the intersection of "Belt and Road" construction and Beijing, Tianjin and Hebei. Under this background, this paper tries to answer the question of how to speed up the cooperation of agricultural investment in Hebei province. First of all, to find out the overall situation of agricultural outward investment cooperation in Hebei Province, and analyze the five main modes of agricultural foreign investment cooperation in Hebei Province from the aspects of investment motivation, investment mode, investment links, target market, etc. This paper points out the challenges and problems faced by its agricultural cooperation with foreign countries. Secondly, it is necessary to make clear the importance of promoting agricultural "going out" in Hebei Province, to set up the whole industrial chain platform for overseas investment, to promote the introduction of advanced technology through scientific and technological cooperation, and to push forward the key projects to optimize the layout of overseas investment. Third, from the three aspects of information service, government guidance and financial support, this paper puts forward some policy suggestions to speed up the cooperation of agricultural outward investment in Hebei Province, and provides reference for relevant departments and "going out" enterprises.
