【摘要】：正黨的十八大以來,黨中央國務(wù)院準(zhǔn)確判斷我國經(jīng)濟(jì)發(fā)展面臨的國際國內(nèi)新形勢(shì),結(jié)合我國經(jīng)濟(jì)發(fā)展的實(shí)際,作出了"加快實(shí)施自由貿(mào)易區(qū)戰(zhàn)略是一項(xiàng)復(fù)雜的系統(tǒng)工程"的科學(xué)判斷。強(qiáng)調(diào)要加強(qiáng)頂層設(shè)計(jì)、謀劃大棋局,既要謀子更要謀勢(shì),逐步構(gòu)筑起立足周邊、輻射"一帶一路"、面向全球的自由貿(mào)易區(qū)網(wǎng)絡(luò),這標(biāo)志著我國的自由貿(mào)易區(qū)建設(shè)進(jìn)入了新的發(fā)展階段。理論體系初步形成。2007年10月,十七大報(bào)告明確提出,要
