【摘要】：當(dāng)前,我國既要"去產(chǎn)能",又要穩(wěn)定經(jīng)濟增長,而投資仍然是拉動經(jīng)濟增長的重要推動力。"去產(chǎn)能"背景下的投資,既要保證經(jīng)濟穩(wěn)定增長,又要兼顧化解產(chǎn)能過剩,因此需要培育投資新增長點。文章認為,節(jié)能環(huán)保投資、"一帶一路"投資、公共服務(wù)設(shè)施建設(shè)投資和新型城鎮(zhèn)化建設(shè)投資是"去產(chǎn)能"下投資的新增長點,但是目前仍需克服制約這些新增長點的短板因素。為此,文章為有效培育投資新增長點提出深入推進政府職能轉(zhuǎn)變、推進政府行政管理體制改革、充分保障民營資本的市場運營等建議。
[Abstract]:At present, our country should not only "deproductivity", but also to stabilize economic growth, and investment is still an important driving force to stimulate economic growth. Under the background of deproduction capacity, investment should not only guarantee stable economic growth, but also eliminate overcapacity, so it is necessary to cultivate new growth point of investment. The paper points out that the investment of energy saving and environmental protection, "Belt and Road" investment, public service construction investment and new urbanization construction investment are the new growth points of investment under "deproduction capacity", but at present we still need to overcome the short board factors that restrict these new growth points. For this reason, the paper puts forward some suggestions on how to promote the transformation of government function, the reform of government administration system, and the market operation of private capital in order to cultivate new growth point of investment effectively.
