【摘要】：WTO的《補(bǔ)貼與反補(bǔ)貼措施協(xié)議》原則上允許各國政府運(yùn)用官方促進(jìn)的出口信用保險(xiǎn),由此出口信用保險(xiǎn)成為國際上通行的促進(jìn)出口貿(mào)易的有力手段。本文以國際貿(mào)易要素稟賦理論為基礎(chǔ),運(yùn)用2002年至2014年中國30個(gè)省市自治區(qū)的面板數(shù)據(jù),就出口信用保險(xiǎn)規(guī)模和出口信用保險(xiǎn)發(fā)展不平衡對(duì)出口貿(mào)易的影響進(jìn)行實(shí)證研究。研究顯示,我國出口信用保險(xiǎn)對(duì)擴(kuò)大出口貿(mào)易規(guī)模具有促進(jìn)作用,而出口信用保險(xiǎn)發(fā)展不平衡則對(duì)出口貿(mào)易規(guī)模具有抑制作用;出口信用保險(xiǎn)的政策效應(yīng)存在地區(qū)差異,東部地區(qū)相對(duì)于中西部而言出口信用保險(xiǎn)對(duì)出口規(guī)模的促進(jìn)效應(yīng)更大,而中西部地區(qū)的出口信用保險(xiǎn)對(duì)出口貿(mào)易規(guī)模的抑制作用更顯著。因此,完善我國出口信用保險(xiǎn)功能,制定差異化的出口信用保險(xiǎn)政策,對(duì)我國"一帶一路"戰(zhàn)略的推進(jìn)具有重大的現(xiàn)實(shí)意義。
[Abstract]:In principle, the Agreement on subsidies and countervailing measures of WTO allows governments to use export credit insurance promoted by the government, so export credit insurance has become a powerful means to promote export trade in the world. Based on the theory of factor endowment of international trade and using the panel data of 30 provinces and municipalities in China from 2002 to 2014, this paper makes an empirical study on the impact of the scale of export credit insurance and the unbalanced development of export credit insurance on export trade. The research shows that China's export credit insurance can promote the scale of export trade, while the unbalanced development of export credit insurance can restrain the scale of export trade, and the policy effect of export credit insurance is different in different regions. Compared with the central and western regions, the export credit insurance in the eastern region has a greater effect on the export scale, while the export credit insurance in the central and western regions has a more significant inhibitory effect on the scale of export trade. Therefore, it is of great practical significance to improve the function of China's export credit insurance and formulate the differentiated export credit insurance policy for the promotion of "Belt and Road" strategy in China.
