【摘要】：隨著"一帶一路"戰(zhàn)略的推進(jìn),我國(guó)承擔(dān)的國(guó)際工程項(xiàng)目數(shù)量大幅增加,加之國(guó)際工程項(xiàng)目面臨風(fēng)險(xiǎn)的復(fù)雜性,風(fēng)險(xiǎn)管理日漸成為保證項(xiàng)目成功的重要因素。為降低風(fēng)險(xiǎn)對(duì)國(guó)際工程項(xiàng)目的不利影響,提高風(fēng)險(xiǎn)管理工作的有效性,本文根據(jù)國(guó)際工程項(xiàng)目的特點(diǎn),從項(xiàng)目全生命周期的角度出發(fā),結(jié)合風(fēng)險(xiǎn)管理過(guò)程研究了常用風(fēng)險(xiǎn)管理方法及技術(shù)的適用階段,提出運(yùn)用風(fēng)險(xiǎn)分解結(jié)構(gòu)法辨識(shí)國(guó)際工程項(xiàng)目中存在的主要風(fēng)險(xiǎn),并將模糊層次分析法應(yīng)用到項(xiàng)目的風(fēng)險(xiǎn)分析與評(píng)價(jià)過(guò)程中,構(gòu)建了基于國(guó)際工程項(xiàng)目全生命周期的風(fēng)險(xiǎn)管理動(dòng)態(tài)模型。運(yùn)用此模型識(shí)別出土耳其安伊高速鐵路項(xiàng)目全生命周期的主要風(fēng)險(xiǎn),且利用建立的風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系對(duì)項(xiàng)目的風(fēng)險(xiǎn)水平做出評(píng)價(jià),結(jié)果驗(yàn)證了該模型在項(xiàng)目風(fēng)險(xiǎn)管理中的適用性,可為完善我國(guó)工程公司境外承擔(dān)國(guó)際工程項(xiàng)目的風(fēng)險(xiǎn)管理體系提供參考。
[Abstract]:With the advancement of the strategy of "one belt and one road", the number of international projects undertaken by our country has increased substantially, and the complexity of international engineering projects is facing risks. Risk management has increasingly become an important factor to ensure the success of projects. From the point of view of the whole life cycle of an international project, this paper studies the application stages of common risk management methods and techniques combined with the process of risk management, and puts forward the method of risk decomposition structure to identify the main risks existing in the international project, and applies the fuzzy analytic hierarchy process to the risk analysis and evaluation of the project. In the process, a dynamic risk management model based on the whole life cycle of an international project is constructed. The model is used to identify the main risks in the whole life cycle of the Anyi high-speed railway project in Turkey, and the risk level of the project is evaluated by the risk evaluation index system. The results verify the model in the project risk management. The applicability of the proposed method can provide reference for improving the risk management system of Chinese engineering companies undertaking international projects overseas.
