【摘要】：研究不同國家間的科技研發(fā)效率及其影響因素對于比較不同國家間的科技資源配資效率、制定科技研發(fā)效率提高的相關(guān)政策具有指導(dǎo)意義。本文利用亞洲12個一帶一路國家科技研發(fā)的兩投入、兩產(chǎn)出指標測算這些國家的科技研發(fā)效率及其影響因素。結(jié)果表明:這些國家技術(shù)進步率的提高帶動了科技研發(fā)效率的上升;發(fā)展中國家科技研發(fā)表現(xiàn)出明顯的后發(fā)優(yōu)勢。經(jīng)濟規(guī)模與科技研發(fā)效率之間呈現(xiàn)"U"型關(guān)系,金融深化程度、人力資本水平、健康人力資本和產(chǎn)業(yè)結(jié)構(gòu)與科技研發(fā)效率之間存在顯著的正相關(guān)。最后本文提出對策建議。
[Abstract]:The research on the efficiency of scientific and technological research and development among different countries and its influencing factors are of guiding significance in comparing the efficiency of scientific and technological resources allocation among different countries and in formulating relevant policies to improve the efficiency of scientific and technological research and development. This paper uses two inputs and two outputs from 12 Belt and Road countries in Asia to estimate the efficiency of scientific and technological research and development in these countries and its influencing factors. The results show that the rate of technological progress in these countries increases the efficiency of scientific and technological research and development, and the developing countries show obvious advantage in late development. There is a "U" relationship between economic scale and R & D efficiency. There is a significant positive correlation between the degree of financial deepening, the level of human capital, the healthy human capital and industrial structure, and the efficiency of R & D. Finally, the paper puts forward countermeasures and suggestions.
