【摘要】：隨著"一帶一路"戰(zhàn)略和沿邊開放開發(fā)的大力推進(jìn),近年來中國西南地區(qū)與周邊接壤的越南、緬甸和老撾等東盟三國邊境地區(qū)的跨境勞務(wù)合作快速發(fā)展,在跨境勞務(wù)合作重點(diǎn)合作領(lǐng)域、跨境勞務(wù)合作試點(diǎn)改革和跨境勞務(wù)合作管理體制機(jī)制探索等方面取得了較大成就。當(dāng)前西南跨境勞務(wù)合作推進(jìn)具有人文與地緣優(yōu)勢、勞動(dòng)力互補(bǔ)優(yōu)勢和區(qū)域經(jīng)濟(jì)一體化推動(dòng)等有利條件,但同時(shí)也面臨著勞動(dòng)力跨境流動(dòng)壁壘、跨境勞動(dòng)力市場不完善、跨境勞務(wù)合作管理體制機(jī)制不完善以及跨境勞務(wù)合作利益協(xié)調(diào)機(jī)制不健全等問題和障礙。因此,為有效推動(dòng)西南跨境勞務(wù)合作,應(yīng)建立健全跨境勞務(wù)合作的多層次機(jī)制,包括通過建立健全跨境勞務(wù)合作的軟硬件環(huán)境合作共建機(jī)制、跨境勞動(dòng)力市場機(jī)制、跨境勞務(wù)合作管理體制機(jī)制以及跨境勞務(wù)合作利益協(xié)調(diào)機(jī)制等五大合作機(jī)制來實(shí)現(xiàn)。
[Abstract]:With the development of the strategy of "Belt and Road" and the opening development along the border, in recent years, the border areas of Vietnam, Myanmar, Laos and other ASEAN countries bordering the southwest of China have witnessed rapid development of cross-border labor cooperation. Great achievements have been made in the key areas of cross-border labor cooperation, such as the pilot reform of cross-border labor cooperation and the exploration of the management system and mechanism of cross-border labor cooperation. At present, the promotion of cross-border labor cooperation in southwest China has the advantages of humanities and geographical advantages, complementary advantages of labor force and regional economic integration, but at the same time, it also faces barriers to the cross-border movement of labor, and the cross-border labor market is not perfect. Problems and obstacles such as imperfect management system of cross-border labor cooperation and imperfect benefit coordination mechanism of cross-border labor cooperation. Therefore, in order to effectively promote cross-border labor cooperation in southwest China, it is necessary to establish and improve the multi-level mechanism of cross-border labor cooperation, including the establishment of a joint construction mechanism for cross-border labor cooperation in the software and hardware environment, and the cross-border labor market mechanism. Cross-border labor cooperation management mechanism and cross-border labor cooperation benefit coordination mechanism and other five cooperation mechanisms to achieve.
