【摘要】：“一帶一路”的戰(zhàn)略構(gòu)想,即“絲綢之路經(jīng)濟(jì)帶”和“21世紀(jì)海上絲綢之路”融合,是多元化的區(qū)域性合作框架,是在2013年9月,由習(xí)近平總書記提出的�；A(chǔ)設(shè)施是“一帶一路”發(fā)展的必要先行環(huán)節(jié)�！耙粠б宦贰毖鼐�國家基礎(chǔ)設(shè)施建設(shè)大多較為落后,互聯(lián)互通能力較差,尤其在一些國家自身的發(fā)展本身就遇到“融資瓶頸”的情況下,面臨著巨大的融資需求。PPP-公私協(xié)作融資模式作為新型的項(xiàng)目融資模式,可以將私營部門和政府的資金、運(yùn)作經(jīng)驗(yàn)和優(yōu)勢等結(jié)合起來,即將政府、私人投資者和金融機(jī)構(gòu)的優(yōu)勢結(jié)合起來,可以作為“一帶一路”基礎(chǔ)設(shè)施項(xiàng)目的融資模式,既能夠有效幫組東道主國家抓住“一帶一路”的發(fā)展機(jī)遇,又能為私營部門創(chuàng)造參與“一帶一路”建設(shè)和發(fā)展的機(jī)遇,因此,是“一帶一路”基礎(chǔ)設(shè)施建設(shè)所適用的融資模式。然而,鑒于“一帶一路”基礎(chǔ)設(shè)施項(xiàng)目的復(fù)雜性、多層次性和跨區(qū)域型,單一的PPP模應(yīng)用必然無法滿足全部的項(xiàng)目需求。因此,筆者結(jié)合“一帶一路”當(dāng)前基礎(chǔ)設(shè)施建設(shè)的融資的特點(diǎn),探索研究了適合其的BOT-BT-TOT集成融資模式。本論文結(jié)構(gòu)上共有五個部分。第一部分為引言。引言中對選題的背景、意義進(jìn)行了分析,對已有相關(guān)文獻(xiàn)進(jìn)行了綜述,并描述了本文的研究方法和創(chuàng)新點(diǎn)。第二部分主要是PPP模式及“一帶一路”基礎(chǔ)設(shè)施的概述,具體闡述了了PPP模式的定義以及特征和分類、“一帶一路”及其基礎(chǔ)設(shè)施建設(shè)的內(nèi)涵、概況和融資特點(diǎn)。第三部分是對于PPP模式在“一帶一路”基礎(chǔ)設(shè)施建設(shè)中的適用性分析。第四部分是本文的重點(diǎn),主要是結(jié)合“一帶一路”當(dāng)前基礎(chǔ)設(shè)施建設(shè)的融資的特點(diǎn),探索研究了適合其的BOT-BT-TOT集成融資模式。第五部分是論文的總結(jié)。
[Abstract]:The strategic concept of "Belt and Road", which combines the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road", is a pluralistic regional cooperation framework proposed by General Secretary Xi Jinping in September 2013. Infrastructure is a necessary first step in the development of Belt and Road. Most of the infrastructure construction along the "Belt and Road" route is relatively backward and the connectivity capacity is poor, especially if some countries themselves encounter "financing bottlenecks" in their own development. Faced with huge financing needs. PPP- as a new type of project financing model, the public-private partnership financing model can combine private sector and government funds, operational experience and advantages, that is, the government, The combination of the advantages of private investors and financial institutions can serve as a financing model for "Belt and Road" infrastructure projects, which can effectively help host countries seize the development opportunities of "Belt and Road". It can also create opportunities for the private sector to participate in the construction and development of "Belt and Road", so it is a suitable financing model for "Belt and Road" infrastructure construction. However, in view of the complexity of "Belt and Road" infrastructure projects, multi-level and cross-regional type, a single application of Belt and Road model can not meet the needs of all projects. Therefore, based on the characteristics of the current infrastructure financing of "Belt and Road", the author explores and studies the BOT-BT-TOT integrated financing model which is suitable for "Belt and Road". There are five parts in the structure of this thesis. The first part is the introduction. In the introduction, the background and significance of the topic are analyzed, and the related literatures are summarized, and the research methods and innovations of this paper are described. The second part is an overview of PPP model and "Belt and Road" infrastructure, including the definition, characteristics and classification of PPP model, the connotation, general situation and financing characteristics of "Belt and Road" and its infrastructure construction. The third part is the applicability analysis of Belt and Road model in infrastructure construction. The fourth part is the focal point of this paper, which mainly studies the BOT-BT-TOT integrated financing mode which is suitable for "Belt and Road" in the light of the characteristics of the current infrastructure financing. The fifth part is the summary of the thesis.
