新時代“一帶一路”倡議下中歐班列運輸規(guī)則體系的構建

【摘要】:新時代"一帶一路"倡議堅持走出去和引進來等戰(zhàn)略思維,將有力促進中歐貿(mào)易伙伴關系。中歐班列是暢通"新絲綢之路"、加強中歐合作的重要載體,但因其時空跨度大及相關國家運輸法體系適用不同、通關手續(xù)煩瑣、費用過高、軌距標準不一致等問題,在實際建設中存在困境。本文以問題為導向,提出合理運用過境自由條約、在實踐中主導和引導形成運輸慣例及規(guī)則、推動簽訂雙邊和多邊國際運輸協(xié)定、建立健全國際運輸規(guī)則磋商協(xié)調機制等系列設想。
[Abstract]:The Belt and Road initiative in the new era will be able to promote China-EU trade partnership by adhering to strategic thinking such as going out and bringing in. The China-EU Banliao is an important carrier for unblocking the "New Silk Road" and strengthening China-EU cooperation. However, due to its large span of time and space and the different application of the transport law system of the relevant countries, the customs clearance procedures are cumbersome, the costs are too high, and the gauge standards are not consistent. There are difficulties in the actual construction. This paper is problem-oriented and proposes the rational use of free transit treaties to lead and guide the formation of transport practices and rules in practice, and to promote the signing of bilateral and multilateral international transport agreements. A series of ideas such as establishing and perfecting the consultation and coordination mechanism of international transport regulations.
