【摘要】：目前,"對(duì)接"在"一帶一路"倡議有關(guān)官方文件、領(lǐng)導(dǎo)人講話和媒體報(bào)道中普遍使用,并已逐步成為區(qū)域合作的共識(shí)和目標(biāo)。但是,學(xué)術(shù)界還沒(méi)有關(guān)于"對(duì)接"的理論闡釋和概念化建構(gòu)。因此以"對(duì)接"理論化為視角,分析并提出"對(duì)接"概念,成為當(dāng)下研究之必要。"對(duì)接概念"指的是國(guó)家主權(quán)管轄權(quán)以外的區(qū)域合作領(lǐng)域,國(guó)家間通過(guò)主動(dòng)磨合和調(diào)適,共商共建共享形成互利和穩(wěn)定狀態(tài)的"高階"合作。此外,"對(duì)接"理論框架亦可運(yùn)用于"中國(guó)—中南半島經(jīng)濟(jì)走廊"建設(shè)研究,提出具體法人對(duì)策建議,以期"一帶一路"倡議在中南半島區(qū)域?qū)崿F(xiàn)對(duì)接并率先取得示范成效。
[Abstract]:At present, "docking" is widely used in official documents, leaders' speeches and media reports of the "Belt and Road" initiative, and has gradually become the consensus and goal of regional cooperation. However, there is no theoretical explanation and conceptualization of docking in academia. Therefore, it is necessary to analyze and put forward the concept of docking from the perspective of docking theory. " The concept of docking "refers to the field of regional cooperation outside the sovereign jurisdiction of the state. Through active running-in and adjusting, the countries work together to build and share the" high-level "cooperation which forms a state of mutual benefit and stability." In addition, the theoretical framework of "docking" can also be applied to the construction of "China-Indochina Peninsula Economic Corridor", and the concrete legal person countermeasures and suggestions are put forward in order to achieve the docking in the Indochina Peninsula area and the first demonstration effect.
