【摘要】：“語言互通”是實現(xiàn)“一帶一路”“五通”建設(shè)的基礎(chǔ)工程�！拔逋ā苯ㄔO(shè)可分為三個層級,分別對應(yīng)三個層級的語言生活,語言規(guī)劃應(yīng)針對不同層級而確立不同側(cè)重的戰(zhàn)略定位與發(fā)展方向�！罢邷贤ā睂�(yīng)宏觀語言生活,應(yīng)將漢語定位為媒介語,側(cè)重漢語服務(wù)能力的規(guī)劃,以提高漢語的工具效能;“設(shè)施聯(lián)通、貿(mào)易暢通、資金融通”對應(yīng)中觀語言生活,應(yīng)將漢語定位為工作語,側(cè)重漢語聲望規(guī)劃,提高漢語的競爭力;“民心相通”對應(yīng)微觀語言生活,應(yīng)將漢語定位為第二語言,側(cè)重漢語國際教育,以建構(gòu)“語言—文化”共同體。
