【摘要】："一帶一路"倡議提出以來(lái),達(dá)成了廣泛的國(guó)際共識(shí),得到了積極的響應(yīng)。重大政策的安排部署離不開(kāi)各級(jí)領(lǐng)導(dǎo)干部的貫徹執(zhí)行和廣大基層干部的廣泛參與。通過(guò)問(wèn)卷法對(duì)899名基層領(lǐng)導(dǎo)干部進(jìn)行調(diào)查研究,發(fā)現(xiàn)基層領(lǐng)導(dǎo)干部的機(jī)遇意識(shí)、參與意識(shí)、開(kāi)放意識(shí)以及問(wèn)題意識(shí)較為突出。這一群體的參與意識(shí)在性別、年齡、單位類別、職務(wù)級(jí)別和工作類型等方面存在一定差異。在分析原因的基礎(chǔ)上,提出提升基層領(lǐng)導(dǎo)干部"一帶一路"建設(shè)認(rèn)知水平和執(zhí)行力的對(duì)策建議。
[Abstract]:Since the "Belt and Road" initiative was put forward, a wide range of international consensus has been reached and received a positive response. The arrangement and deployment of major policies can not be separated from the implementation of leading cadres at all levels and the broad participation of grassroots cadres. Through the investigation and study of 899 grassroots leading cadres by questionnaire, it is found that the consciousness of opportunity, participation, openness and problem of the leaders at the grass-roots level is more prominent. The participation consciousness of this group is different in sex, age, unit category, job level and job type. On the basis of analyzing the reasons, this paper puts forward some countermeasures and suggestions on how to improve the cognition level and executive ability of the grassroots leading cadres'"Belt and Road".
