【摘要】：在經(jīng)濟(jì)全球化和國(guó)際經(jīng)濟(jì)貿(mào)易日益頻繁的時(shí)代背景下,港口作為世界經(jīng)濟(jì)貿(mào)易的樞紐和對(duì)外開(kāi)放的門(mén)戶(hù),其發(fā)展愈發(fā)受到重視。作為港口城市的重要組成部分,港口能夠有效地促進(jìn)城市及其周邊區(qū)域的經(jīng)濟(jì)發(fā)展;反之,城市經(jīng)濟(jì)發(fā)展?fàn)顟B(tài)良好,可以為港口發(fā)展提供充足的資源和良好的發(fā)展環(huán)境。因此,處理好港口和城市經(jīng)濟(jì)的發(fā)展關(guān)系,發(fā)揮出港口和城市經(jīng)濟(jì)對(duì)彼此的相互促進(jìn)作用,已經(jīng)成為一個(gè)研究熱點(diǎn),受到眾多相關(guān)專(zhuān)家學(xué)者的關(guān)注和研究。2014年以來(lái),“一帶一路”戰(zhàn)略開(kāi)始納入國(guó)家發(fā)展戰(zhàn)略層面,重慶處于“一帶一路”戰(zhàn)略的聯(lián)結(jié)點(diǎn)上,具有承東啟西、連接南北的獨(dú)特區(qū)位優(yōu)勢(shì)和獨(dú)特的發(fā)展優(yōu)勢(shì),是該發(fā)展戰(zhàn)略的開(kāi)放前沿。近幾年重慶的開(kāi)放優(yōu)勢(shì)明顯,作為對(duì)外開(kāi)放的口岸,港口的發(fā)展也受到更多的重視。論文的研究對(duì)象是重慶市港口與城市經(jīng)濟(jì)的協(xié)調(diào)發(fā)展,選取了2005年到2015年間的城市經(jīng)濟(jì)和港口典型數(shù)據(jù),應(yīng)用DEA方法(數(shù)據(jù)包絡(luò)法)構(gòu)建了港口與城市經(jīng)濟(jì)有效性評(píng)價(jià)模型,采用縱向比較方法,對(duì)不同時(shí)期重慶港口與城市經(jīng)濟(jì)發(fā)展有效性進(jìn)行評(píng)價(jià)分析。根據(jù)所得結(jié)果可知,城市經(jīng)濟(jì)對(duì)港口發(fā)展有非常顯著的促進(jìn)作用,港口對(duì)城市經(jīng)濟(jì)發(fā)展促進(jìn)作用較明顯,但仍需改進(jìn)提升。通過(guò)進(jìn)一步對(duì)港口和城市經(jīng)濟(jì)各自有效性評(píng)價(jià)分析,結(jié)果顯示此期間重慶港口發(fā)展速度雖快,但對(duì)經(jīng)濟(jì)的發(fā)展貢獻(xiàn)效率稍低,基礎(chǔ)設(shè)施建設(shè)與港口規(guī)模建設(shè)和發(fā)展匹配度不高。近年來(lái)隨著重慶對(duì)港口發(fā)展予以高度重視及大力支持,港口發(fā)展建設(shè)速度日益攀升,對(duì)城市經(jīng)濟(jì)發(fā)展的促進(jìn)作用大幅提高。針對(duì)評(píng)價(jià)結(jié)果,結(jié)合其他港口城市發(fā)展建設(shè)經(jīng)驗(yàn),在文章結(jié)尾給出了港口與城市經(jīng)濟(jì)協(xié)調(diào)發(fā)展策略及建議。
[Abstract]:Under the background of economic globalization and the increasing frequency of international economic and trade, the development of port as the hub of world economic and trade and the gateway to the outside world has been paid more and more attention. As an important part of the port city, the port can effectively promote the economic development of the city and its surrounding areas; conversely, the city economy is in a good state of development, which can provide sufficient resources and a good development environment for the port development. Therefore, dealing with the development relationship between port and urban economy and giving play to the mutual promotion of port and urban economy have become a research hotspot, which has attracted the attention and research of many relevant experts and scholars since 2014. The "Belt and Road" strategy began to be incorporated into the national development strategy. Chongqing is at the junction of the "Belt and Road" strategy, with the unique location and development advantage of connecting the east and the west, connecting the north and the south. It is the open front of the development strategy. In recent years, Chongqing's opening advantage is obvious. As an open port, the development of port is paid more attention. The research object of this paper is the coordinated development of port and city economy in Chongqing. This paper selects the typical data of city economy and port from 2005 to 2015, and constructs the evaluation model of the efficiency of port and city economy by using DEA method (data envelopment method). The effectiveness of Chongqing port and city economic development in different periods is evaluated and analyzed by longitudinal comparison method. According to the results, the urban economy has a very significant role in promoting port development, port has a more obvious role in promoting urban economic development, but it still needs to be improved. Through further evaluation and analysis on the effectiveness of port and city economy, the results show that the speed of port development in Chongqing is fast, but the contribution efficiency to economic development is slightly low, and the matching degree between infrastructure construction and port scale construction and development is not high. In recent years, as Chongqing attaches great importance to port development and makes great efforts to support it, the speed of port development and construction is rising day by day, and the role of promoting the development of urban economy has been greatly improved. According to the evaluation results, combined with the experience of other port cities' development and construction, this paper gives the strategies and suggestions for the coordinated development of port and city economy in the end of the article.
