【摘要】：2015年3月28日中國(guó)政府正式發(fā)布了《推進(jìn)共建絲綢之路經(jīng)濟(jì)帶和21世紀(jì)海上絲綢之路的愿景與行動(dòng)》,其中強(qiáng)調(diào)“加快投資便利化進(jìn)程,消除投資壁壘”。投資便利化水平作為影響中國(guó)對(duì)外直接投資的重要因素,在一定程度上會(huì)影響中國(guó)對(duì)“一帶一路”沿線國(guó)家對(duì)外直接投資的進(jìn)程。本文運(yùn)用理論研究、定性分析與定量分析相結(jié)合、實(shí)證分析與規(guī)范分析相結(jié)合的方法,展開“一帶一路”投資便利化水平對(duì)中國(guó)對(duì)外直接投資影響的研究。從闡述投資便利化的相關(guān)理論入手,首先,分析了中國(guó)對(duì)“一帶一路”沿線國(guó)家直接投資的現(xiàn)狀,即直接投資增長(zhǎng)迅猛,投資的依存度逐年增強(qiáng);對(duì)國(guó)別投資的非均衡性顯著,對(duì)區(qū)域投資的規(guī)模和增速差異性較大。其次,運(yùn)用因子分析法系統(tǒng)構(gòu)建了投資便利化水平測(cè)評(píng)體系,對(duì)2010年—2015年“一帶一路”沿線國(guó)家的投資便利化水平進(jìn)行了測(cè)評(píng)比較,研究結(jié)果表明:“一帶一路”沿線各國(guó)投資便利化水平受金融服務(wù)的影響最大,受基礎(chǔ)設(shè)施和營(yíng)商環(huán)境的影響次之,受制度環(huán)境的影響最小;“一帶一路”沿線多數(shù)國(guó)家投資便利化平較低,沿線各國(guó)之間、各地區(qū)之間的投資便利化水平差異明顯,非平衡性特征突出,大多呈下降的趨勢(shì),都有較大的提升空間。再次,運(yùn)用灰色關(guān)聯(lián)分析法實(shí)證檢驗(yàn)了“一帶一路”沿線各國(guó)、各區(qū)域的投資便利化水平以及影響投資便利化水平的各項(xiàng)指標(biāo)對(duì)中國(guó)對(duì)外直接投資的影響,結(jié)果表明投資便利化水平的提升有助于促進(jìn)中國(guó)對(duì)外直接投資的增長(zhǎng)。最后,提出了提升“一帶一路”沿線國(guó)家投資便利化水平的建議,即未來(lái)“一帶一路”沿線各國(guó)應(yīng)加強(qiáng)政策溝通,推進(jìn)基礎(chǔ)設(shè)施建設(shè)互聯(lián)互通,加強(qiáng)政策協(xié)調(diào)改善營(yíng)商環(huán)境,健全金融服務(wù)體制,營(yíng)造良好的制度環(huán)境。
[Abstract]:On March 28, 2015, the Chinese government officially issued the "Vision and Action to promote the Construction of the Silk Road Economic Belt and the Maritime Silk Road in the 21st Century", which emphasized "speeding up the process of investment facilitation and removing investment barriers". As an important factor affecting China's foreign direct investment, the level of investment facilitation will to some extent affect the process of China's foreign direct investment to countries along "Belt and Road". This paper uses the methods of theoretical research, qualitative analysis and quantitative analysis, empirical analysis and normative analysis to study the impact of "Belt and Road" investment facilitation level on China's foreign direct investment. Starting with the related theories of investment facilitation, this paper first analyzes the current situation of China's direct investment in countries along the "Belt and Road", that is, the rapid growth of direct investment, the increasing degree of investment dependence year by year, the significant disequilibrium of investment in different countries. The scale and growth rate of regional investment are quite different. Secondly, the evaluation system of investment facilitation level is constructed by using factor analysis method, and the investment facilitation level of countries along the route of "Belt and Road" from 2010 to 2015 is evaluated and compared. The results show that: the level of investment facilitation is most affected by financial services, followed by infrastructure and business environment, and the least by the institutional environment; The level of investment facilitation in most countries along "Belt and Road" is relatively low, and the level of investment facilitation is obviously different among the countries along the route, and the characteristics of non-equilibrium are prominent, most of them show a downward trend, and there is great room for improvement. Thirdly, the paper empirically tests the level of investment facilitation of countries and regions along "Belt and Road" and the impact of various indicators that affect the level of investment facilitation on China's foreign direct investment (OFDI). The results show that the improvement of investment facilitation helps to promote the growth of China's outward direct investment (OFDI). Finally, the paper puts forward some suggestions for improving the level of investment facilitation in the countries along the "Belt and Road" line, that is, countries along the "Belt and Road" route should strengthen policy communication, promote infrastructure connectivity, and strengthen policy coordination to improve the business environment in the future. We will improve the financial service system and create a sound institutional environment.
