新疆郵政儲(chǔ)蓄銀行貸后管理研究

【摘要】:隨著經(jīng)濟(jì)的快速增長(zhǎng)和投資需求的增大,我國金融機(jī)構(gòu)的信貸規(guī)模日益增長(zhǎng),銀行間的競(jìng)爭(zhēng)加劇,為了在激烈的競(jìng)爭(zhēng)中占據(jù)一定的市場(chǎng),我國大型商業(yè)銀行近年來不斷擴(kuò)大信貸規(guī)模。截止2016年第三季度,我國大型商業(yè)銀行人民幣貸款余額為848440億元,不良貸款率為1.76%,而2015第三季度人民幣貸款余額為745657億元,不良貸款率為1.59%,增幅為0.17%。但是我國商業(yè)銀行的利潤(rùn)卻在下降。面對(duì)銀行信貸規(guī)模的增長(zhǎng)和利潤(rùn)增速的下降,以及信貸風(fēng)險(xiǎn)問題的加重,銀行貸后管理研究就成了我國金融機(jī)構(gòu)提升銀行信貸資產(chǎn)質(zhì)量的重要關(guān)卡,銀行的信貸風(fēng)險(xiǎn)管理能力的提升成了維護(hù)我國金融環(huán)境穩(wěn)定的重要環(huán)節(jié)。新疆作為我國重要農(nóng)業(yè)大省和一帶一路核心建設(shè)區(qū)域,金融業(yè)迎來了新的發(fā)展機(jī)遇,也帶來了銀行之間的激烈競(jìng)爭(zhēng)。雖然新疆郵政儲(chǔ)蓄銀行在多年間的競(jìng)爭(zhēng)中己經(jīng)占據(jù)一席之地,但是也由于在發(fā)展過程中“重業(yè)務(wù)量、輕業(yè)務(wù)監(jiān)管”,而造成了大量的不良資產(chǎn)。新疆郵政儲(chǔ)蓄銀行更加應(yīng)該提高貸后業(yè)務(wù)風(fēng)險(xiǎn)的管理意識(shí),只有把控好、管理好貸后業(yè)務(wù)風(fēng)險(xiǎn)才能使自身有更長(zhǎng)遠(yuǎn)的發(fā)展。貸后管理對(duì)于新疆郵政儲(chǔ)蓄銀行信貸管理工作具有舉足輕重的作用。貸后管理是銀行信貸風(fēng)險(xiǎn)管理流程的最后一個(gè)環(huán)節(jié),長(zhǎng)期以來沒有得到足夠的重視,但卻是銀行防范和控制信貸業(yè)務(wù)風(fēng)險(xiǎn)的關(guān)鍵環(huán)節(jié),可以提高銀行整體系統(tǒng)的運(yùn)營管理能力和競(jìng)爭(zhēng)水平,具有十分重要的研究意義。郵政儲(chǔ)蓄銀行作為我國銀行業(yè)的重要的一個(gè)組成部分,對(duì)我國銀行業(yè)各個(gè)方面的發(fā)展具有十分重要的作用。本文以新疆郵政儲(chǔ)蓄銀行作為研究對(duì)象,基于新疆郵政儲(chǔ)蓄銀行目前的貸后管理現(xiàn)狀,分析郵儲(chǔ)銀行貸后風(fēng)險(xiǎn)管理存在的問題,研究發(fā)現(xiàn):(1)新疆郵政儲(chǔ)蓄銀行逾期不良貸款率和全國相比要低,個(gè)人商務(wù)貸款逾期不良貸款較少,但是小企業(yè)法人的逾期貸款不良率要相對(duì)較高。(2)在最近幾年的發(fā)展中,新疆郵政儲(chǔ)蓄銀行的不良貸款率呈現(xiàn)逐年上升的趨勢(shì),主要是因?yàn)樾陆]政儲(chǔ)蓄銀行貸后管理缺乏先進(jìn)、科學(xué)的貸后管理理念,貸后相關(guān)制度建設(shè)較為落后;貸后相關(guān)人員素質(zhì)有待提高;貸后管理專業(yè)人員不足而造成的(3)新疆郵政儲(chǔ)蓄銀行內(nèi)部由于結(jié)構(gòu)不合理、內(nèi)控制度不健全、員工的風(fēng)險(xiǎn)意識(shí)比較薄弱以及貸后檢查不規(guī)范,再加上外部市場(chǎng)、政府及環(huán)境的影響,造成新疆郵政儲(chǔ)蓄銀行貸后管理存在著“重貸輕管”,重抵押品、輕第一還款來源的問題。根據(jù)上述結(jié)論,新疆郵政儲(chǔ)蓄銀行應(yīng)從加強(qiáng)公司內(nèi)部控制制度建設(shè)、注重信貸風(fēng)險(xiǎn)管理文化建設(shè)、加強(qiáng)信貸管理建設(shè)、加強(qiáng)信貸人員隊(duì)伍建設(shè)以及建立科學(xué)的貸后管理分析系統(tǒng)五個(gè)方面來完善現(xiàn)有貸后管理制度,以便更好的控制信貸風(fēng)險(xiǎn),促進(jìn)公司的可持續(xù)發(fā)展。
[Abstract]:With the rapid growth of economy and the increase of investment demand, the credit scale of financial institutions in our country is increasing day by day, and the competition between banks is intensified. In order to occupy a certain market in the fierce competition, In recent years, China's large commercial banks continue to expand the scale of credit. By the end of the third quarter of 2016, China's large commercial banks had a RMB loan balance of 84.844 trillion yuan and a non-performing loan ratio of 1.76 yuan, while in the third quarter of 2015, the balance of renminbi loans was 74.5657 trillion yuan, and the non-performing loan rate was 1.59 yuan, an increase of 0.17%. However, the profits of commercial banks in China are declining. In the face of the growth of bank credit scale and the decline of profit growth, and the aggravation of credit risk, the research on bank post-loan management has become an important barrier for Chinese financial institutions to improve the quality of bank credit assets. The improvement of bank's credit risk management ability has become an important link to maintain the stability of our country's financial environment. Xinjiang as an important agricultural province and Belt and Road's core construction area, the financial industry ushered in new opportunities for development, but also brought fierce competition among banks. Although Xinjiang Postal savings Bank has occupied a place in the competition for many years, it has also caused a large number of bad assets due to the "heavy business volume, less business supervision" in the development process. The Xinjiang Postal savings Bank should enhance the management consciousness of the risk of the post-loan business. Only by controlling and managing the risk of the post-loan business well can the bank have a more long-term development. The post-loan management plays an important role in the credit management of Xinjiang Postal savings Bank. Post-loan management is the last link in the process of bank credit risk management, which has not been paid enough attention for a long time, but it is the key link for banks to prevent and control the risk of credit business. It can improve the operation management ability and competition level of the whole bank system, and has very important research significance. As an important part of China's banking industry, Postal savings Bank plays an important role in the development of China's banking industry. This paper takes the Xinjiang Postal savings Bank as the research object, based on the present situation of post-loan management of Xinjiang Postal savings Bank, analyzes the existing problems of post-credit risk management of Postal savings Bank. The study found that the ratio of overdue non-performing loans of the Xinjiang Postal savings Bank was lower than that of the whole country, and that the rate of overdue non-performing loans of personal business loans was relatively low, but the rate of overdue loans of legal persons in small enterprises was relatively high.) in recent years, the rate of overdue non-performing loans of the postal savings banks in Xinjiang is relatively high.) in recent years, The non-performing loan rate of Xinjiang Postal savings Bank has been increasing year by year, mainly because of the lack of advanced post-loan management, scientific post-loan management concept and backward construction of post-loan related system in Xinjiang Postal savings Bank. The quality of related personnel needs to be improved after loan. (3) the internal structure of Xinjiang Postal savings Bank is unreasonable, the internal control system is not perfect, the risk consciousness of employees is relatively weak, and the post-loan inspection is not standardized. In addition, the external market, the government and the environment influence, resulting in the Xinjiang Post savings Bank after the management of the existence of "heavy credit, less management, more collateral, less the first source of repayment of the problem." According to the above conclusion, the Xinjiang Post savings Bank should strengthen the construction of internal control system of the company, pay attention to the construction of credit risk management culture, and strengthen the construction of credit management. In order to control the credit risk and promote the sustainable development of the company, we should strengthen the construction of credit personnel and establish a scientific post-loan management and analysis system to perfect the existing post-loan management system.
