【摘要】："一帶一路"作為中國近200年來首次提出的以中國為主導的洲際合作開發(fā)框架,將深刻影響亞歐非地區(qū)的發(fā)展進程,而如何真正實現(xiàn)共商、共建、共享和促進協(xié)作一直是其核心問題。通過引入?yún)f(xié)作治理理論,對"一帶一路"沿線國家以簽署協(xié)議方式解決跨域公共問題與實現(xiàn)經(jīng)貿(mào)合作進行了探討。以"一帶一路"協(xié)議治理的實踐為客觀基礎,對"一帶一路"協(xié)議應用過程和過程中的行為進行分析和考察,即對"一帶一路"協(xié)議的"締結—實施—爭端治理—評估"這一應用過程進行以"談判—協(xié)商—承諾—執(zhí)行"為模型的締約主體行為分析與考察,解釋"一帶一路"協(xié)議治理應用過程的現(xiàn)實運行機理和區(qū)域協(xié)作治理關系的生成邏輯與發(fā)展,并提出"一帶一路"協(xié)議治理的改進建議。
[Abstract]:Belt and Road, as the first time in nearly 200 years that China has put forward a framework of China-led intercontinental cooperation and development, will have a profound impact on the development process of Asia, Europe and Africa. Sharing and promoting collaboration has always been its core issue. By introducing the theory of cooperative governance, this paper probes into the solution of cross-domain public problems and the realization of economic and trade cooperation between the countries along Belt and Road by signing agreements. Based on the practice of "Belt and Road" agreement governance, this paper analyzes and inspects the process and behavior in the application of "Belt and Road" agreement. That is to say, the conclusion, implementation, dispute governance and evaluation of Belt and Road's agreement are analyzed and examined with the model of "negotiation, consultation, commitment and implementation" as the model of the behavior of the contracting parties. This paper explains the practical operation mechanism of the application process of "Belt and Road" protocol governance and the generative logic and development of the regional cooperative governance relationship, and puts forward some suggestions for improvement of "Belt and Road" protocol governance.
