【摘要】："一帶一路"倡議本質(zhì)上是一項(xiàng)進(jìn)程,其與中非合作的關(guān)系經(jīng)歷了由模糊到清晰的演進(jìn)過程,二者相互影響、不斷融合。以2015年為過渡,"一帶一路"在非洲的推進(jìn)可分為前后相繼的兩個(gè)階段。前一階段,中國(guó)對(duì)非合作不斷融入"一帶一路"進(jìn)程,推動(dòng)其總體規(guī)范"非洲化",起到了"先行先試"的作用。后一階段,根據(jù)"一帶一路"的要求以及中非合作的發(fā)展形勢(shì),中非合作需要通過"戰(zhàn)略對(duì)接"進(jìn)一步明確未來發(fā)展的范圍、進(jìn)度與重點(diǎn),提綱挈領(lǐng)、循序漸進(jìn)地回應(yīng)非洲的發(fā)展訴求。"一帶一路"是開放、包容的進(jìn)程,"一帶一路"在非洲的實(shí)踐為其向更廣范圍的拓展積累了經(jīng)驗(yàn)。
[Abstract]:The "Belt and Road" initiative is essentially a process, and its relationship with China-Africa cooperation has undergone a process of evolution from ambiguity to clarity, and they interact with each other. Continuous integration. Taking 2015 as the transition, the advance of "Belt and Road" in Africa can be divided into two stages, one after the other. In the previous stage, China's cooperation with Africa was continuously integrated into the "Belt and Road" process. The promotion of its overall norm of "Africanization" has played the role of "first try first". In the latter stage, according to the requirements of "Belt and Road" and the development situation of China-Africa cooperation, China-Africa cooperation needs to further clarify the scope, progress and focus of future development through "strategic docking," outline and respond progressively to Africa's demands for development. "Belt and Road" is open to the outside world. The inclusive process, Belt and Road's practice in Africa has accumulated experience for its broader expansion.
