【摘要】：中國(guó)的國(guó)際能源合作與能源安全是"一帶一路"倡議的重要組成部分。"一帶一路"戰(zhàn)略的實(shí)施將從能源來(lái)源、戰(zhàn)略通道、合作機(jī)制、基礎(chǔ)設(shè)施等多個(gè)方面為解決我國(guó)能源安全問(wèn)題提供有力支撐。"一帶一路"背景下中國(guó)的國(guó)際能源合作布局,有效避免了對(duì)某一國(guó)家或者某一地區(qū)能源進(jìn)口的過(guò)度依賴。中國(guó)與"一帶一路"沿線國(guó)家不斷推進(jìn)合作,積極利用現(xiàn)有雙多邊合作機(jī)制,有力推動(dòng)了區(qū)域與跨區(qū)域能源合作。"一帶一路"沿線國(guó)家油氣資源豐富、資源國(guó)出口多元化和消費(fèi)國(guó)進(jìn)口多元化需求契合、煉油化工技術(shù)和建設(shè)施工能力較弱,為中國(guó)企業(yè)提供了大量新的合作機(jī)遇。但中國(guó)企業(yè)在能源合作環(huán)境復(fù)雜多變、大國(guó)因素的干擾、非傳統(tǒng)安全威脅、合作國(guó)的能源政策因素等方面也存在挑戰(zhàn)。論文最后提出了在新形勢(shì)下對(duì)中國(guó)國(guó)際能源合作的戰(zhàn)略思考。
[Abstract]:China's international energy cooperation and energy security are an important part of the "Belt and Road" initiative. The implementation of the "Belt and Road" strategy will be based on energy sources, strategic channels, and cooperation mechanisms. Infrastructure and other aspects provide strong support for solving China's energy security problems. Under the background of "Belt and Road", China's international energy cooperation layout, China has effectively avoided excessive dependence on the energy imports of a certain country or region. China and countries along the "Belt and Road" route have continuously promoted cooperation and actively utilized existing bilateral and multilateral cooperation mechanisms. Regional and cross-regional energy cooperation has been vigorously promoted. Countries along "Belt and Road" are rich in oil and gas resources, diversified in export and import demand in consuming countries, and have weak oil refining and chemical technology and construction capacity. This has provided a large number of new opportunities for Chinese enterprises to cooperate. However, in the energy cooperation environment, the complex and changeable environment, the interference of major countries, and the non-traditional security threats, At last, the paper puts forward the strategic thinking on China's international energy cooperation under the new situation.
