基于流程化視角的高鐵項(xiàng)目質(zhì)量管理系統(tǒng)研究

【摘要】:過去十年,我國(guó)高鐵建設(shè)事業(yè)發(fā)展迅猛,成績(jī)舉世矚目,先后建成了京九、南昆、秦沈、青藏、京津城際、武廣、鄭西、京滬高鐵等重點(diǎn)項(xiàng)目,這一時(shí)期高鐵工程建設(shè)事業(yè)的大發(fā)展,為我國(guó)國(guó)民經(jīng)濟(jì)的長(zhǎng)期繁榮奠定了扎實(shí)的基礎(chǔ)。與此同時(shí),在國(guó)際上,高鐵建設(shè)事業(yè)正成為我國(guó)在國(guó)際上展示國(guó)家實(shí)力的又一張新名片,成為我國(guó)展現(xiàn)綜合國(guó)力的又一利器。在新時(shí)期,伴隨著我國(guó)主導(dǎo)的"一帶一路"、"亞投行"等新興發(fā)展戰(zhàn)略的實(shí)施,我國(guó)高鐵建設(shè)事業(yè)迎來了蓬勃發(fā)展的新契機(jī)。但是不容忽視的是,在進(jìn)行大規(guī)模高鐵項(xiàng)目建設(shè)的同時(shí),我國(guó)各高鐵項(xiàng)目參建單位尚且沒有形成一個(gè)通用化的質(zhì)量管理模板,這一方面影響了各建設(shè)單位質(zhì)量管理經(jīng)驗(yàn)的交流與融合,另一方面影響了我國(guó)高鐵質(zhì)量管理水平的整體提升,另一方面,工作流程的細(xì)化分解方面,還不夠徹底,對(duì)于各級(jí)操作流程的指導(dǎo)還不夠完善,這造成了在整個(gè)高鐵質(zhì)量體系在運(yùn)行管理的過程中,缺乏有力的指導(dǎo)與支撐。在我國(guó)高鐵工程建設(shè)已經(jīng)進(jìn)行大規(guī)模工程實(shí)踐的基礎(chǔ)上,對(duì)高鐵質(zhì)量管理從流程化與系統(tǒng)化方面進(jìn)行研究,努力提升我國(guó)高鐵建設(shè)質(zhì)量與綜合競(jìng)爭(zhēng)力,正逐漸成為打造中國(guó)高鐵新名片的關(guān)鍵一環(huán)。本文結(jié)合與借鑒了高鐵質(zhì)量管理控制研究的一般性思路,在查閱大量鐵路工程質(zhì)量管理資料的基礎(chǔ)上,對(duì)目前我國(guó)高鐵質(zhì)量管理存在的問題進(jìn)行了深入的剖析與總結(jié),探討了建立高鐵質(zhì)量管理控制流程體系的可能性與科學(xué)性,并結(jié)合目前工程項(xiàng)目質(zhì)量管理領(lǐng)域較為成熟的IS09000標(biāo)準(zhǔn)族、流程管理、動(dòng)態(tài)聯(lián)盟等項(xiàng)目管理理論,對(duì)高鐵質(zhì)量管理流程控制體系進(jìn)行構(gòu)建,在充分利用流程分析軟件的基礎(chǔ)上,對(duì)建立三大類高鐵項(xiàng)目質(zhì)量管理控制流程進(jìn)行了深入的流圖分析,從而提出了相應(yīng)的流程控制建議。另一方面,本文主要通過考核評(píng)價(jià)的方式,從全項(xiàng)目的視角來審視高鐵項(xiàng)目的質(zhì)量管理情況,顯然,這是針對(duì)高鐵質(zhì)量管理模式的一大探索。在本文的最后,通過對(duì)京沈遼寧客運(yùn)專線的質(zhì)量管理工作作為模擬試點(diǎn),驗(yàn)證了整個(gè)體系運(yùn)行的科學(xué)性與可能性,在此基礎(chǔ)上,對(duì)京沈客運(yùn)專線質(zhì)量管理體系在運(yùn)行中存在的問題進(jìn)行了深入的總結(jié)與分析。筆者希望通過上述的研究,來促進(jìn)我國(guó)高鐵質(zhì)量管理工作水平在"十三五"期間的飛躍,從而成為中國(guó)制造的新名片,同時(shí)筆者也希望將來有更多的人投入到高鐵質(zhì)量管理控制的研究過程中來,從而不斷促進(jìn)我國(guó)高鐵質(zhì)量管理水平邁向國(guó)際卓越化的歷史進(jìn)程。
[Abstract]:In the past ten years, the construction of high-speed rail in China has developed rapidly, and its achievements have attracted worldwide attention. Key projects such as Beijing-Kowloon, Nankun, Qinshen, Qinghai-Tibet, Beijing-Tianjin intercity, Wuguang, Zhengxi, Beijing-Shanghai high-speed rail have been built one after another. During this period, the great development of the construction of high-speed rail projects laid a solid foundation for the long-term prosperity of our national economy. At the same time, internationally, high-speed rail construction is becoming another business card for China to show its national strength internationally. In the new period, with the implementation of new development strategies such as "Belt and Road", "AIIB" and so on, China's high-speed rail construction has ushered in a new opportunity for vigorous development. However, while carrying out large-scale high-speed rail projects, the participating units of high-speed rail projects in our country have not yet formed a universal quality management template. On the one hand, this has affected the exchange and integration of the quality management experience of various construction units, on the other hand, it has affected the overall upgrading of the quality management level of high-speed rail in China. On the other hand, the refinement and decomposition of the workflow has not been thorough enough. The guidance for the operation flow at all levels is not perfect, which results in the lack of strong guidance and support in the operation and management of the whole high-speed rail quality system. On the basis of the large-scale engineering practice in the construction of high-speed rail projects in China, In order to improve the quality and comprehensive competitiveness of high-speed rail construction in China, the quality management of high-speed rail has been studied in terms of flowsheet and systematization. It is gradually becoming a key link to create a new business card for high-speed railway in China. This paper combines with and draws lessons from the general ideas of the research on quality control of high-speed rail, and on the basis of consulting a large number of quality management data of railway projects, This paper analyzes and summarizes the problems existing in the quality management of high-speed railway in China, and discusses the possibility and scientific nature of establishing the process system of quality control of high-speed rail. Combined with the project management theory of IS09000 standard family, process management, dynamic alliance and so on in the field of project quality management at present, the process control system of high speed railway quality management is constructed, on the basis of making full use of process analysis software. This paper makes a deep analysis of the flow chart to establish the quality control flow of three types of high-speed rail projects, and puts forward corresponding flow control suggestions. On the other hand, this paper mainly through the way of assessment and evaluation. From the perspective of the whole project, we examine the quality management of the high-speed rail project. Obviously, this is a great exploration of the quality management mode of high-speed rail. At the end of this paper, through the quality management work of the Beijing-Shenzhen-Liaoning passenger dedicated line as a simulation pilot, The scientific nature and possibility of the operation of the whole system are verified. On this basis, the problems existing in the operation of the quality management system of Beijing-Shenyang passenger dedicated line are summarized and analyzed in depth. To promote the leap in the quality management level of high-speed rail in China during the 13th Five-Year Plan period, thus becoming a new business card made in China. At the same time, the author also hopes that more people will be involved in the research process of high-speed rail quality management and control in the future. So as to promote the quality management level of high-speed rail to international excellence in the historical process.
