【摘要】：十八屆三中全會決定指出:加快沿邊開放步伐,允許沿邊重點口岸、邊境城市、經(jīng)濟合作區(qū)在人員往來、加工物流、旅游等方面實行特殊方式和政策,加快同周邊國家和區(qū)域基礎設施互聯(lián)互通建設,推進絲綢之路經(jīng)濟帶、21世紀海上絲綢之路建設,形成全方位開放新格局。孟中印緬經(jīng)濟走廊在“一帶一路”建設中具有舉足輕重的地位,也是該戰(zhàn)略路線的關鍵結(jié)合點。孟中印緬經(jīng)濟走廊合作是發(fā)展中國家的欠發(fā)達地區(qū)開展跨境經(jīng)濟合作的一種新嘗試。以四國共同的利益要求和目標為根本出發(fā)點,致力于共同進步。20世紀90年代末由云南學術界提出,在1999年發(fā)起中印孟緬經(jīng)濟合作論壇(后改為孟中印緬經(jīng)濟合作論壇),其通過的《昆明倡議》對孟中印緬經(jīng)濟合作起到研究和推動作用。到2013年5月20日,李克強訪印期間中印發(fā)表的聯(lián)合聲明中,正式命名為孟中印緬經(jīng)濟走廊。此后,在多種正式場合,四國都表達了對于建設孟中印緬經(jīng)濟走廊的信心與美好期望。本文立足于孟中印緬經(jīng)濟走廊發(fā)展現(xiàn)狀,從邊界效應角度對孟中印緬經(jīng)濟走廊合作區(qū)進行研究,以期對經(jīng)濟走廊的邊界效應有一個清晰的認識,在此基礎上分析邊界效應的影響因素,從而探索在新的外部開放條件下孟中印緬經(jīng)濟走廊充分發(fā)揮中介效應、降低屏蔽效應以提升四國經(jīng)濟社會發(fā)展水平的路徑。本文分為以下幾個部分:第一部分:緒論。對孟中印緬經(jīng)濟走廊建設的背景及意義進行陳述,指出文章研究思路和方法,以及國內(nèi)外相關研究動態(tài),對孟中印緬經(jīng)濟走廊發(fā)展的已有研究和文獻進行評述,并指出本文研究的重點和亮點;第二部分:邊界效應相關理論及其發(fā)展。主要對邊界效應相關概念進行陳述,包括邊界效應的含義、類型及其測度。并通過三個理論為邊界效應的轉(zhuǎn)化提供理論支撐;第三部分:孟中印緬經(jīng)濟走廊發(fā)展現(xiàn)狀。首先對孟中印緬四國的外貿(mào)情況進行了了解,其次從中介效應和屏蔽效應兩方面對孟中印緬經(jīng)濟走廊建設的總體情況進行概括,指出其邊界效應是存在的;第四部分:孟中印緬經(jīng)濟走廊邊界效應實證分析。面板數(shù)據(jù)證明孟中印緬經(jīng)濟走廊是存在邊界效應的,隨后運用貿(mào)易引力分析模型對邊界效應的影響因素進行剖析,并得出區(qū)域內(nèi)貿(mào)易發(fā)展不平衡、貿(mào)易自由度低的結(jié)論;第五部分:借鑒國際上成功的跨境經(jīng)濟合作區(qū)在遭遇區(qū)域合作屏蔽效應時是如何克服,將其轉(zhuǎn)化為中介效應的,為經(jīng)濟走廊建設奠定基礎;第六部分:依據(jù)本文理論與實證的分析,并結(jié)合國際跨境經(jīng)濟合作區(qū)發(fā)展經(jīng)驗,得出孟中印緬經(jīng)濟走廊的建設路徑,主要是從政策支持、資金支持、要素流動、基礎設施建設等方面論述的。
[Abstract]:In the third Plenary Session of the 18th CPC Central Committee decided that: accelerate the pace of opening the border, at key borders, border economic cooperation zone in the city, personnel exchanges, processing, logistics, tourism and other aspects of the implementation of special methods and policies, accelerate with the neighboring countries and regional interconnection infrastructure construction, promote the Silk Road Economic Belt, twenty-first Century maritime silk road construction, formation a new pattern of all-round opening. BCIM economic corridor has an important position in the "The Belt and Road" construction, is also the key point of integration. The strategic route of BCIM economic corridor cooperation is a new attempt in underdeveloped areas of developing countries to carry out cross-border economic cooperation. With the common interests and goals of four as the fundamental starting point, is committed to the common progress of the.20 century at the end of 90s by the Yunnan academic circles proposed, initiated the India Bangladesh Myanmar Economic Cooperation Forum in 1999 (later renamed BCIM Economic Cooperation Forum), through the "Kunming initiative to study and to > BCIM economic cooperation plays a promoting role. By May 20, 2013, the joint statement issued during Li Keqiang's visit to India India, officially named the BCIM economic corridor. Since then, in a variety of formal occasions, all expressed the construction of the economic corridor BCIM confidence and good expectations. Based on Yu Meng India Myanmar economic corridor development present situation, the research on cooperation of BCIM economic corridor area from the boundary effect, the boundary effect on the economic corridor in order to have a clear understanding of the factors of boundary effects on the basis of this, in order to explore in the new open condition BCIM economic corridor and give full play to the intermediary effect, reduce the shielding effect to promote the BRIC path of economic and social development level. This paper is divided into the following Part: the first part: introduction. The background and significance of BCIM economic corridor construction statement, pointed out the research ideas and methods, and related research at home and abroad, makes a comment on the BCIM economic corridor development research and literature, and points out the focus and highlight of this paper; the second part: the theory of boundary effect and its development. The main concepts related to the boundary effect of statements, including the boundary effect of the meaning, types and measures. And through the three theories provide theoretical support for the transformation of boundary effect; the third part: BCIM economic corridor development situation. Firstly, BCIM Shikoku foreign trade situation has been understood, secondly, summarize the overall situation of BCIM economic corridor construction from two aspects of intermediary and shielding effects, and points out that the boundary effect is a problem; the fourth part: BCIM An empirical analysis of the boundary effect. The panel data prove that the economic corridor BCIM economic corridor is the existence of boundary effect, followed by the use of trade gravity model to analysis the influence factors of boundary effect are analyzed, and the unbalanced regional trade development, trade freedom low knot theory; the fifth part: reference of successful international cross-border economic cooperation zone in the event of regional cooperation while the shielding effect is how to overcome, will be transformed into the mediating effect, lay the foundation for the construction of the economic corridor; the sixth part: on the basis of theoretical and empirical analysis in this paper, combined with the development experience of international cross-border Economic Cooperation Zone, the construction path of BCIM economic corridor, mainly from the policy support and financial support, the flow of factors, discusses the aspects of infrastructure construction.
