【摘要】：人才流失、人才獲得和人才循環(huán),分別代表著一國(guó)或地區(qū)人才發(fā)展的不同歷史階段。"一帶一路"倡議提出后,中國(guó)將有望從傳統(tǒng)的人才流失大國(guó)向人才流失與人才獲得逐漸平衡的方向發(fā)展。而"一帶一路"沿線國(guó)家和地區(qū),作為傳統(tǒng)的人才流失地,也有望逐漸實(shí)現(xiàn)從人才流失到人才獲得再到人才循環(huán)的良性發(fā)展。這一過(guò)程中,沿線國(guó)家既迎來(lái)重大的戰(zhàn)略性發(fā)展機(jī)遇,也面臨著新舊挑戰(zhàn),中國(guó)應(yīng)凸顯"一帶一路"倡議的共享發(fā)展理念,真正促進(jìn)"一帶一路"新興學(xué)術(shù)勞動(dòng)力市場(chǎng)的建設(shè)與完善,促進(jìn)學(xué)術(shù)人才在沿線國(guó)家和地區(qū)的良性流動(dòng),促進(jìn)高等教育發(fā)展由中國(guó)夢(mèng)走向世界夢(mèng),在幫助沿線國(guó)家實(shí)現(xiàn)人才造血功能的同時(shí),繼續(xù)展現(xiàn)負(fù)責(zé)任大國(guó)的形象。
[Abstract]:Brain drain, talent acquisition and talent circulation represent the different historical stages of a country's or a region's talent development. After the "Belt and Road" proposal was put forward, China is expected to move from a traditional large country of brain drain to a direction of gradual balance between brain drain and talent gain. And countries and regions along the route of "Belt and Road", as the traditional places of brain drain, It is also hoped that the healthy development from brain drain to talent acquisition to talent cycle will gradually be realized. In this process, the countries along the route face both major strategic development opportunities and new and old challenges. China should highlight the concept of shared development proposed by "Belt and Road", promote the construction and perfection of the new academic labor market, and promote the healthy flow of academic talents in the countries and regions along the route. To promote the development of higher education from Chinese Dream to the world dream, to help countries along the line to achieve the function of hematopoiesis, while continuing to show the image of a responsible country.
