【摘要】:城市軌道交通屬于公共服務(wù)行業(yè),又是人員密集型場(chǎng)所,與社會(huì)安全有著及其密切的關(guān)系,涉及社會(huì)安全的重要方面,且是各類社會(huì)安全事件的多發(fā)地。鄭州地處中原,中央把鄭州定位為“一帶一路”重要節(jié)點(diǎn)城市,不久前河南自貿(mào)區(qū)又獲得國家批復(fù),鄭州正昂首闊步向國家中心城市邁進(jìn)。目前鄭州地鐵已有三條線路投入使用,分別是1號(hào)線、2號(hào)線、城郊線,2016年線網(wǎng)日均客運(yùn)量為26萬人,最高58萬人。2016年是“十三五”的開局之年,“十三五”期間,鄭州將開工建設(shè)12條線路,到2020年底實(shí)現(xiàn)開通運(yùn)營里程突破300公里、公共交通出行占機(jī)動(dòng)化出行比例60%以上,未來網(wǎng)絡(luò)化運(yùn)營、大里程、大客流,一旦出現(xiàn)安全問題,對(duì)整個(gè)城市的安全將產(chǎn)生巨大影響。本文運(yùn)用先進(jìn)運(yùn)營安全管理方法與技術(shù)理論,對(duì)影響城市軌道交通安全的設(shè)施、環(huán)境、制度、管理等多方面因素進(jìn)行剖析,探討安全管理模式下的風(fēng)險(xiǎn)控制評(píng)級(jí),深入研究地鐵網(wǎng)絡(luò)化運(yùn)營條件下的運(yùn)營安全和公共安全,結(jié)合鄭州市人口架構(gòu)、交通現(xiàn)狀、發(fā)展趨勢(shì),結(jié)合本地應(yīng)急管理工作現(xiàn)狀,對(duì)鄭州市軌道交通潛在安全危機(jī)的內(nèi)因、外因展開總結(jié)分析,并且對(duì)國內(nèi)外成熟的軌道交通城市安全管理理念、措施進(jìn)行對(duì)比研究。最后,本文通過鄭州地區(qū)的實(shí)際案例,對(duì)2015年12月在鄭州舉行的上海合作組織成員國政府首腦理事會(huì)第十四次會(huì)議鄭州地鐵安全保障的應(yīng)急管理,從宏觀指導(dǎo)、法律制度、社會(huì)環(huán)境、實(shí)施運(yùn)作等幾方面提出了鄭州市軌道交通在網(wǎng)絡(luò)化運(yùn)營后的安全應(yīng)急管理模式的建議,希望進(jìn)一步完善符合鄭州本地特色的城市軌道交通安全管理、應(yīng)急管理體制、機(jī)制,能為大發(fā)展中的鄭州提供有力的公共交通安全保障。
[Abstract]:The urban rail transit belongs to the public service profession, is also the personnel intensive place, has the close relation with the social security, relates to the important aspect of the social security, and is the frequent place of all kinds of social security incidents. Zhengzhou is located in the Central Plains. The central government has positioned Zhengzhou as an important node city of "Belt and Road". Not long ago, the Henan Free Trade Zone received a reply from the state. Zhengzhou is striding forward to the central city of the country. At present, three lines of the Zhengzhou subway have been put into operation. In 2016, the average daily passenger volume of the line network was 260,000 people, with a maximum of 580,000 passengers. 2016 is the year of the opening of the 13th Five-Year Plan. During the 13th Five-Year Plan period, 12 lines will be built in Zhengzhou. By end of 2020, the mileage of operation will be more than 300km. Public transportation will account for more than 60% percent of mobile trips. In the future, network operation, large mileage and large passenger flow will occur once security problems arise. It will have a great impact on the safety of the whole city. This paper, using advanced operation safety management method and technology theory, analyzes the various factors affecting the safety of urban rail transit, such as facilities, environment, system, management and so on. This paper probes into the risk control rating under the safety management mode, deeply studies the operation safety and public safety under the condition of the subway network operation, combines the population structure of Zhengzhou, the current traffic situation, the development trend, and the present situation of the local emergency management. This paper summarizes and analyzes the internal and external causes of the potential safety crisis of rail transit in Zhengzhou, and makes a comparative study on the mature urban safety management concepts and measures of rail transit at home and abroad. To the 14th meeting of the Council of Heads of Government of the member States of the Shanghai Cooperation Organization, held in Zhengzhou on December 2015, the emergency management of the safety and security of Zhengzhou subway, from the macro guidance, the legal system, the social environment, This paper puts forward some suggestions on the safety emergency management mode of Zhengzhou rail transit after the network operation, hoping to further improve the safety management, emergency management system and mechanism of the urban rail transit in accordance with the local characteristics of Zhengzhou. To provide a strong public transport security for the developing Zhengzhou.
