【摘要】：在國際關(guān)系理論視角下對構(gòu)建"人類命運共同體"新理念的審視,有助于我們更清楚地理解,它是一個包括核心理念或愿景、理論話語或戰(zhàn)略、主要制度化展現(xiàn)或策略舉措等不同層面的十分復(fù)雜的系統(tǒng)性整體。就此而言,我們必須清醒認(rèn)識到,"人類命運共同體"新理念顯然還處在一個初創(chuàng)性的階段。"一帶一路"戰(zhàn)略是我國政府自改革開放以來首次明確提出的具有重大國際或區(qū)域影響的(經(jīng)濟(jì))外交策略。這就意味著,我們不僅需要自覺意識到其與20世紀(jì)90年代初所采取的"韜光養(yǎng)晦"戰(zhàn)略的明顯不同,而且必須主動考慮到該戰(zhàn)略的實施推進(jìn)幾乎必然會帶來的經(jīng)濟(jì)本身之外的國際關(guān)系與社會政治影響。更重要、但也更具挑戰(zhàn)性的是,要想使"一帶一路"戰(zhàn)略成為構(gòu)建"人類命運共同體"這一核心理念及其話語或戰(zhàn)略的標(biāo)志性實踐,我們就必須充分考慮它們彼此之間的內(nèi)在契合性或一致性。
[Abstract]:From the perspective of international relations theory, it is helpful for us to understand more clearly that the new concept of constructing "human destiny community" is a core idea or vision, theoretical discourse or strategy. A very complex systemic whole at different levels, such as the main institutionalized presentation or strategic initiatives. In this regard, we must be aware of it. The new concept of "the Community of Human Destiny" is obviously still in its infancy. The "Belt and Road" strategy is the first explicitly put forward by the Chinese government since the reform and opening up to the outside world and has a significant international or regional impact (economy). Diplomatic strategy. That means. Not only do we need to be conscious of the obvious differences from the strategy of "hiding one's strength and keeping one's depth" adopted at the beginning of 1990s. It is also important to take the initiative into account the international relations and socio-political implications of the implementation of the strategy beyond the economy itself... more important, but more challenging. In order to make the "Belt and Road" strategy become the core idea of constructing "human destiny community" and its words or strategies, we must consider their internal agreement or consistency.
