【摘要】：文章從主體間性視角綜合了能源供應(yīng)國、通道國、消費國的能源需求安全、運輸安全、供應(yīng)安全進行了研究,闡述了以下四個觀點:能源安全具有主體間屬性;能源安全關(guān)系是主體間互動過程中形成的;能源安全驅(qū)動機制是一個主體間性過程;主體間性視角為建構(gòu)"一帶一路"能源安全共同體提供了一種思維。在主體間性視角下"一帶一路"能源安全共同體成長機制由三個遞進的層級構(gòu)成:主體間的功能性相互依賴和主體間造成的能源安全威脅是"一帶一路"能源安全共同體建構(gòu)的兩個重要促發(fā)條件;結(jié)構(gòu)因素和進程因素有利于能源安全共同體的形成;基于相互信任和集體身份而形成的對和平變革的可靠預(yù)期是能源安全共同體進入成熟階段的標(biāo)志。
[Abstract]:This paper synthesizes the energy demand security, transportation security and supply security of energy supplier country, channel country and consumer country from the angle of inter-subjectivity, and expounds the following four viewpoints: energy security has inter-subjectivity attribute; The relationship of energy security is formed in the process of interaction between subjects; The drive mechanism of energy security is an inter-subjectivity process. The inter-subjectivity perspective provides a kind of thinking for the construction of "Belt and Road" energy security community. Under the inter-subjectivity perspective, the growth mechanism of "Belt and Road" energy security community is composed of three progressive levels:. The functional interdependence among subjects and the threat of energy security caused by the subjects are two important conditions for the construction of "Belt and Road" energy security community. Structural factors and process factors are conducive to the formation of energy security community; A reliable expectation of peaceful change based on mutual trust and collective identity is a sign that the energy security community has entered a mature stage.
