文章摘要：全球鋼鐵發(fā)展進(jìn)入新一輪平臺(tái)期。中國(guó)經(jīng)濟(jì)進(jìn)入新常態(tài)，，鋼鐵也進(jìn)入新常態(tài)，面臨機(jī)遇和新發(fā)展。鋼鐵業(yè)面臨國(guó)內(nèi)消費(fèi)和產(chǎn)量下降，鋼鐵產(chǎn)能全面過(guò)剩矛盾突出。為實(shí)現(xiàn)我國(guó)資源保障、消化鋼鐵產(chǎn)能過(guò)剩、緩解環(huán)境保護(hù)壓力、回避貿(mào)易摩擦，走出去是必然選擇。目前鐵礦走出去、鋼鐵廠建設(shè)、鋼材出口均初具規(guī)模，但存在數(shù)量不多、質(zhì)量不高等問(wèn)題。一帶一路戰(zhàn)略為鋼鐵走出去帶來(lái)歷史機(jī)遇。通過(guò)對(duì)一帶一路國(guó)家鋼鐵投資環(huán)境的分析，提出了鐵礦石投資、鋼鐵建廠投資以及鋼鐵出口分別重點(diǎn)需要關(guān)注的10個(gè)國(guó)家以及投資風(fēng)險(xiǎn)和對(duì)策。

Abstr：Development of the global steel industry has entered a new platform period. China＇s economic growth and steel industry development have also entered a state of new normal, and are faced with new development opportunities. However, China＇s steel industry is confronted with the serious situation of overall excess steel production capacity with the declination of steel consumption and production. To realize guaranteeing China＇s resources, solving the problem of the excess production capacity, alleviating the pressure on the environmental protection and circumventing trade frictions, implementation of the ＂Going-out＂ strategy is the sure choice. New the ＂Going-out＂ strategy of iron ore, construction of steel mills and rolled steel export begin to take shape, but problems such as low quantity and quality remain. The ＂One Belt and One Road＂ strategy creates historical opportunities for realizing the ＂Going-out＂ strategy of China＇s steel industry. In this paper we analyze the steel investment environment in the ＂One Belt and One Road＂ countries, and enumerate 10 countries where the iron ore investment, construction investment of steel mills and steel export need to be particularly concerned. Investment risks and countermeasures are provided.
