政府組織變革型領導對民眾承諾的影響研究:民眾公平感的中介作用

【摘要】:在新時期下,我國政府為了提高管理效能,更好的為民眾服好務,多次進行了政府機構改革,但即便如此,領導力不佳、公信力不足等問題仍然存在,這些問題不僅涉及了政府組織的變革型領導行為,同時與民眾公平感、民眾承諾也有著不可脫離的關系。這就不得不促使我們要去思考一些問題,如何加強民眾承諾,從政府組織變革型領導行為到民眾承諾之間有著怎樣的作用過程?這種從政府組織內(nèi)部工作人員到組織外部民眾視角的轉變,對應對社會風險、化解社會矛盾、維護社會穩(wěn)定具有重要的指導意義。 起初,變革型領導的主要研究領域是企業(yè)等盈利性組織,近年來逐漸擴展到學校、醫(yī)院等非贏利性公共組織,然而,對于中國政府組織的變革型領導研究十分匱乏,政府組織變革型領導理論的研究空間很大,對政府組織變革型領導與民眾承諾兩者間的作用機制的研究幾乎沒有。本研究認為私營管理中的變革型領導,順應了新公共管理的思潮,以德行垂范、愿景激勵、個性化關懷和領導魅力四項內(nèi)涵為基準,我國政府工作人員的領導行為體現(xiàn)了變革型領導的本質特征,同時,民眾公平感與民眾承諾可以作為變革型領導的有效性指標。 本研究的主要目的之一是驗證在政府組織情景下,變革型領導、民眾公平感與民眾承諾之間的相關關系,目的之二是探討政府組織的變革型領導對民眾承諾的影響機制,建立中介作用機制模型。采用問卷法與統(tǒng)計學方法對假設進行實證檢驗,應用SPSS18.0對研究變量進行探索性因子分析,應用Amos17.0對研究變量進行驗證性因子分析以及構建政府組織變革型領導對民眾承諾影響機制模型。研究結果表明,政府組織變革型領導顯著影響政府工作人員承諾,民眾互動公平感在兩者關系中起著部分中介作用;也顯著影響政府組織承諾,民眾程序公平感在兩者關系中起著部分中介作用。以實證結論為基礎,認為民眾承諾的形成包括兩個策略,一是變革型領導,在政府組織情景下,德行垂范、愿景激勵、個性化關懷以及魅力領導四個維度是政府組織變革型領導行為不可缺少的組成部分;二是民眾公平感,注重德治素養(yǎng),改善服務的態(tài)度與方式,加強民眾互動公平感與民眾程序公平感,是提高民眾承諾水平的重要手段。
[Abstract]:In the new period, in order to improve the management efficiency and better serve the people, our government has carried out the reform of government institutions many times. But even so, the poor leadership and lack of public credibility still exist. These problems not only involve the transformational leadership of the government, but also the sense of fairness and public commitment. This is a detachable relationship. This has to encourage us to think about some of the problems, how to strengthen the public commitment, how does the government organize the transformational leadership to the public commitment? This change from the internal staff of the government to the view of the outside people, to deal with social risks and to resolve social contradictions, Maintaining social stability is of great guiding significance.
At first, the main research areas of the transformational leadership are enterprise and other profitability organizations. In recent years, it has gradually expanded to non profit public organizations such as schools and hospitals. However, the research on transformational leadership organized by the Chinese government is very scarce, and the research space of the government organization transformational leadership theory is very large, and the government organizations are transformational leadership and the public. There are almost no research on the mechanism of the commitment between the two. This study argues that the transformational leadership in private management complies with the new public management trend of thought, based on the four connotation of moral behavior, vision incentive, individualized care and leadership charm. The leadership behavior of Chinese government staff embodies the essential characteristics of transformational leadership. People's sense of fairness and public commitment can be used as an effective indicator of transformational leadership.
One of the main purposes of this study is to verify the relationship between the transformational leadership, the public sense of fairness and the public commitment in the context of the government organization. The two purpose is to explore the mechanism of the influence of the transformational leadership on the public commitment and to establish a model of the intermediary role mechanism. In the test, we use SPSS18.0 to carry out exploratory factor analysis on research variables, use Amos17.0 to carry out confirmatory factor analysis on research variables and build a model of the influence mechanism of government organizational transformational leadership on public commitment. The results show that the government organizational transformational leadership significantly affects the commitment of the government staff and the public sense of mutual fairness. It plays a part of intermediary role in the relationship of the two. It also has a significant influence on government organizational commitment, and the sense of procedural fairness of the people plays a partial role in the relationship. Based on the empirical conclusion, the formation of the public commitment includes two strategies, one is the transformational leadership, and in the context of the government organization, the virtues are the norm, the vision incentive, and the individualization. The four dimensions of the leadership and the charismatic leadership are the indispensable components of the transformational leadership of the government, and the two is the public sense of fairness, the emphasis on the quality of the rule of virtue, the improvement of the attitude and manner of the service, the strengthening of the public sense of mutual fairness and the sense of fairness in the public's procedure, which is an important means to improve the people's commitment to the balance of the water.
