新工黨以來的英國政治“女性化”

近年來,性別平權(quán)在全球范圍內(nèi)成為熱點話題。性別平等主義者呼吁兩性應享有平等的公民權(quán)利,在政治、經(jīng)濟、社會及家庭中不因性別受到歧視。經(jīng)過一個多世紀的平權(quán)運動,性別平等已被世界絕大多數(shù)國家接受,女性社會地位也相應提高。以英國為例,自《1918年人民代表法令》通過,年滿30周歲的女性獲得了選舉權(quán),女性開始在英國政治舞臺上嶄露頭角。一百年米,英國女性活躍于議會、政府、內(nèi)閣及國內(nèi)外女性組織中,支持女性與性別平等的法案與政策也更加全面、具體。無論是從兩性參政人數(shù)還是政策法案來看,傳統(tǒng)上由男性主導的英國政治逐漸呈現(xiàn)出性別平等的趨向。在其真正實現(xiàn)政治層面的兩性平等前,亦可稱作英國政治的“女性化”1。1997年是英國政治“女性化”的分水嶺。在此以前,相比于男性,女性很難獲得參政機會,政治參與度較低。1997年新工黨執(zhí)政時,將女性在下議院議員中的比例從9.2%提高至18.2%。這對于英國政治“女性化”進程來說是勇敢的一大步,不僅在數(shù)目上提高了女性議員的比例,更為英國政治進一步“女性化”提供了新思路。在長期在野時期,工黨對于“全女性決選名單”進行了研究與黨內(nèi)實踐。盡管該政策當時引發(fā)了社會熱議并最終被認定為非...
