【摘要】：自1991年開(kāi)始,“環(huán)境安全”就正式被納入《美國(guó)國(guó)家安全報(bào)告》,在隨后的25年中, “環(huán)境安全”的內(nèi)涵和相應(yīng)措施也幾經(jīng)變化。然而,盡管有大量的學(xué)者關(guān)注環(huán)境安全概念、環(huán)境與安全的具體聯(lián)系以及環(huán)境安全化的影響,很少有文獻(xiàn)涉及美國(guó)環(huán)境問(wèn)題安全化的演變進(jìn)程。本文試圖闡釋這一演化的具體變化并探尋其背后的影響因素。通過(guò)研究15份《美國(guó)國(guó)家安全報(bào)告》、國(guó)會(huì)關(guān)于環(huán)境對(duì)國(guó)家安全影響的法案、美國(guó)國(guó)防部每年向總統(tǒng)和國(guó)會(huì)提交的報(bào)告以及相關(guān)歷史文獻(xiàn)的原始文本并進(jìn)行對(duì)比分析,本文發(fā)現(xiàn),從1991年到2015年,美國(guó)政府對(duì)環(huán)境的認(rèn)知幾起幾落,環(huán)境安全政策也幾經(jīng)調(diào)整。老布什時(shí)期,環(huán)境安全只是經(jīng)濟(jì)安全的一部分,缺乏實(shí)質(zhì)性的獨(dú)立措施。到了克林頓時(shí)期,環(huán)境安全被獨(dú)立出來(lái),也被放在美國(guó)的地緣區(qū)域政治和國(guó)土安全的范疇中進(jìn)行考慮。小布什上臺(tái)后,在反恐為主旋律的背景下,環(huán)境問(wèn)題的重要性大大降低,甚至被拋棄在國(guó)家安全的考慮范圍之外。奧巴馬時(shí)期,環(huán)境安全再次被提上國(guó)家安全議程,氣候安全成為關(guān)注中心,環(huán)境安全政策也變得更加獨(dú)立和具體。縱觀(guān)美國(guó)環(huán)境安全政策起落,本文認(rèn)為：盡管美國(guó)尚未形成環(huán)境安全戰(zhàn)略,但整體而言環(huán)境安全政策日漸成熟并趨于具體化。本文還發(fā)現(xiàn),美國(guó)環(huán)境安全政策的變化受到諸多因素的影響。主要表現(xiàn)為：國(guó)際體系因素,在冷戰(zhàn)結(jié)束、9.11以及金融危機(jī)這樣不同的背景下,身處的國(guó)家安全環(huán)境不同,美國(guó)國(guó)家政策制定者會(huì)相應(yīng)地轉(zhuǎn)換視線(xiàn),更加重視或更加不重視環(huán)境問(wèn)題；國(guó)家身份認(rèn)同因素,當(dāng)國(guó)際社會(huì)熱衷于環(huán)境合作時(shí),以引領(lǐng)世界自詡的美國(guó)也需要作出相應(yīng)表態(tài),在世界領(lǐng)導(dǎo)寶座與自身利益之間作出選擇;認(rèn)知性因素,面對(duì)環(huán)境問(wèn)題時(shí),不同的認(rèn)知和對(duì)問(wèn)題的評(píng)估也會(huì)相應(yīng)地影響安全政策的制定和實(shí)施；國(guó)家機(jī)制因素,擁有立法權(quán)和“錢(qián)袋子”的國(guó)會(huì)的態(tài)度也會(huì)從正反方面影響美國(guó)環(huán)境安全的制定;領(lǐng)導(dǎo)者個(gè)人因素,作為行政部門(mén)的首腦,國(guó)家安全政策的主要決策者,總統(tǒng)個(gè)人對(duì)環(huán)境問(wèn)題的重視也因其擁有的權(quán)利而不容忽視;環(huán)境性因素,具體的環(huán)境問(wèn)題滋發(fā)了美國(guó)政府對(duì)環(huán)境安全問(wèn)題的重視,美國(guó)環(huán)境安全政策也表現(xiàn)出明顯的應(yīng)急性。
