【摘要】：本文第一部分闡述了凡爾賽和約、1929—1933年世界經(jīng)濟危機對德國的經(jīng)濟、政治、社會的影響；在此背景下,德國選民(占選民1/3多)用選票將納粹黨及希特勒推到了德國政治的前臺。 本文的第二部分分析了上臺后的納粹政府在瓦爾特·達雷博士①、沙赫特博士②、托特博士③等經(jīng)濟技術(shù)專家?guī)椭?大膽地摒棄了布呂寧總理的穩(wěn)定預(yù)算和緊縮貨幣政策④,充分發(fā)揮國家行政干預(yù)職能,凍結(jié)物價,以無情的國家計劃,集中人力物力大抓普遍就業(yè)措施,大規(guī)模進行公共建筑維修,鐵路電氣化建設(shè),修路、開鑿運河、修橋、治河、建民居住宅等公共工程建設(shè),完善郵政服務(wù)體系,農(nóng)業(yè)增產(chǎn)復(fù)墾計劃,重建商船隊、自來水、天然氣工程,重新武裝等一系列舉措,使德國經(jīng)濟很快地實現(xiàn)了復(fù)興。但是,這些成就的取得是以剝奪部分公民自由換來的。損失最慘重的是猶太人,他們被剝奪財產(chǎn),被開除公職,被剝奪公民權(quán)和選舉權(quán),被禁止與雅利安人通婚。 論文的第三部分對納粹德國所取得的經(jīng)濟成效以及不足進行了總結(jié)評價。
[Abstract]:The first part of this paper expounds the economic, political and social impact of the Versailles Peace Treaty, the world economic crisis of 1929-1933 on Germany; In this context, German voters (more than a third of the electorate) used votes to push Nazi and Hitler to the front stage of German politics. In the second part of this paper, the author analyses that the Nazi government, with the help of economic and technical experts such as Dr. Walter Dare, Dr. Schacht, and Dr. Tote, boldly abandoned Prime Minister Brunin's stable budget and tight monetary policy. To give full play to the functions of state administrative intervention, freeze prices, concentrate human and material resources on universal employment measures, and carry out large-scale public building repairs, railway electrification, road building, canal building, bridge building, and river control with ruthless state plans. A series of measures, such as the construction of residential houses and other public works, the improvement of postal service system, the plan of increasing agricultural production and reclamation, the reconstruction of commercial fleets, running water, natural gas projects and re-arming, have brought about a rapid revival of the German economy. But these achievements have been achieved in exchange for the deprivation of liberty of some citizens. The worst victims were Jews, who were stripped of their property, dismissed from public office, disenfranchised and disenfranchised from marriage to the Aryans. The third part summarizes the economic achievements and shortcomings of Nazi Germany.
