【摘要】：從第二次世界大戰(zhàn)結(jié)束到1992年蘇聯(lián)解體,世界形成以美蘇兩極對峙為特點(diǎn)的冷戰(zhàn)格局,這種格局影響著戰(zhàn)后大部分國家的對外政策,中國對非政策亦不例外。本文在充分掌握歷史事實(shí)的基礎(chǔ)上,把冷戰(zhàn)與中國對非政策兩者有機(jī)地聯(lián)系起來,力圖從中國的外部環(huán)境出發(fā),論述冷戰(zhàn)對中國對非政策的影響,挖掘影響中國對非政策的深層原因,全面展現(xiàn)冷戰(zhàn)時(shí)期的中非關(guān)系,有助于更加全面地理解當(dāng)今的中非關(guān)系,同時(shí)對預(yù)測未來中非關(guān)系的走向也具有重要意義。 文章分前言、正文、結(jié)語和參考文獻(xiàn)等四部分。正文包括三部分,分別為冷戰(zhàn)與中國對非政策的形成和發(fā)展、中國對非政策的冷戰(zhàn)特征、冷戰(zhàn)對中國對非政策的影響。第一部分重點(diǎn)闡述非洲在冷戰(zhàn)格局和中國外交格局中的地位和作用；第二部分從意識形態(tài)、經(jīng)濟(jì)援助和國際統(tǒng)一戰(zhàn)線三個(gè)方面,分析了中國對非政策的冷戰(zhàn)特征；第三部分總結(jié)了冷戰(zhàn)對中國對非政策的影響,認(rèn)為由于冷戰(zhàn)的影響,中國對非政策缺乏一定的獨(dú)立性,中非關(guān)系具有一定的不確定性,冷戰(zhàn)使中非建立全面合作關(guān)系的難度增加了 本文關(guān)于中國對非政策的冷戰(zhàn)特征及其后果的論述,并不是對冷戰(zhàn)時(shí)期中國對非政策基本原則和特征的否定,目的是探討冷戰(zhàn)賦予中國對非政策的特殊涵義。中國外交以包括非洲國家在內(nèi)的發(fā)展中國家作為中國外交基本立足點(diǎn)的選擇和支持非洲國家追求政治獨(dú)立、發(fā)展民族經(jīng)濟(jì)的政策,仍然是中國對非政策的主要內(nèi)容,這一點(diǎn)應(yīng)該予以肯定。
[Abstract]:From the end of the second World War to the disintegration of the Soviet Union in 1992, the world formed a cold war pattern characterized by the bipolar confrontation between the United States and the Soviet Union, which influenced the foreign policy of most countries after the war, and China's policy towards Africa was no exception. On the basis of fully grasping the historical facts, this paper organically links the Cold War with China's policy towards Africa, and tries to discuss the impact of the cold war on China's policy towards Africa from the perspective of China's external environment. Digging into the deep reasons that influence China's policy towards Africa and comprehensively showing the Sino-African relations during the Cold War will help to understand the present Sino-African relations more comprehensively and at the same time it is of great significance to predict the future trend of Sino-African relations. The article is divided into four parts: preface, text, conclusion and reference. The text consists of three parts: the formation and development of the Cold War and China's policy towards Africa, the Cold War characteristics of China's policy towards Africa, and the influence of the Cold War on China's policy towards Africa. The first part focuses on the status and role of Africa in the Cold War pattern and China's diplomatic pattern, the second part analyzes the Cold War characteristics of China's policy towards Africa from three aspects: ideology, economic assistance and international United front. The third part summarizes the impact of the Cold War on China's policy towards Africa, and points out that due to the influence of the Cold War, China's policy towards Africa lacks some independence, and China-Africa relations are uncertain. The Cold War made it more difficult for China to establish a comprehensive cooperative relationship between China and Africa. This paper discusses the Cold War characteristics of China's policy towards Africa and its consequences, and is not a negation of the basic principles and characteristics of China's policy towards Africa during the Cold War. The purpose is to explore the special meaning of China's policy towards Africa given by the Cold War. China's foreign policy of choosing developing countries, including African countries, as the basic foothold of China's diplomacy, and supporting African countries' policy of pursuing political independence and developing national economies, is still the main content of China's policy towards Africa. This should be affirmed.
