美國國會干涉西藏問題研究

【摘要】:從八十年代起,基于當(dāng)時美強(qiáng)蘇弱的國際形勢,美國國會從新拾起了西藏問題。本文收集了從里根布什時期開始的美國國會干涉西藏問題的歷史資料。以作為往下分析研究的基礎(chǔ)。 美國國會熱衷干涉西藏問題出于一下幾個方面: 首先是意識形態(tài)斗爭與冷戰(zhàn)思維的繼續(xù),其次是受到了政治表演動機(jī)以及利益集團(tuán)的影響,第三則是出于地緣政治方面的考慮。最后還和冷戰(zhàn)后美國國會自身的變化有關(guān)。 盡管美國國會熱衷干涉,它們的干涉方法多種多樣,,有法律、經(jīng)濟(jì)輿論等手段。但是由于三權(quán)分立的政治架構(gòu)、利益集團(tuán)、輿論等各個方面的制約,他們卻不能主導(dǎo)美國西藏問題的政策,本文就此問題從美國社政治體制的各個方面發(fā)掘原因,試圖解釋國會的干涉受限現(xiàn)象,在最后,本文提出了幾點(diǎn)建議來應(yīng)對美國國會的這種干涉。
[Abstract]:Since the 1980 s, the U.S. Congress has picked up the Tibet issue in the light of the international situation of the United States, the Soviet Union and the Soviet Union. This paper collects historical data on the intervention of the US Congress in Tibet since the Reagan and Bush years. As the basis of the downward analysis. The US Congress is keen to intervene in the Tibet issue for the following reasons: first, the ideological struggle and the continuation of the Cold War mentality. The second is influenced by political performance motivation and interest groups, and the third by geopolitical considerations. Finally, it has something to do with the changes in Congress itself after the cold war. Despite Congress's eagerness to intervene, they intervene in a variety of ways, including the law and economic opinion. However, because of the political structure of the separation of powers, interest groups, public opinion and other aspects of the constraints, they can not lead the policy of the US Tibet issue. This article explores the reasons for this issue from all aspects of the political system of the United States. This paper tries to explain the limited interference of Congress. Finally, this paper puts forward some suggestions to deal with this kind of intervention.
