【摘要】：20世紀(jì)60年代初期,英國(guó)和法國(guó)就核合作議題展開了歷時(shí)三年的外交接觸。雙方的核外交是在50年代后期興起的核政治的大背景下進(jìn)行的,這也決定了雙方的核外交從一開始就不僅僅涉及雙方在核技術(shù)領(lǐng)域的合作問(wèn)題,還牽涉到北約內(nèi)部的聯(lián)盟政治、圍繞核議題而展開的國(guó)內(nèi)政治爭(zhēng)斗以及核合作的政治回報(bào)等諸多復(fù)雜問(wèn)題。在英法就核合作議題展開外交角力的過(guò)程中,國(guó)內(nèi)政治因素和大西洋聯(lián)盟政治因素起著決定性地作用。 本文基于《麥克米倫內(nèi)閣文件》數(shù)據(jù)庫(kù)中有關(guān)英法核外交的相關(guān)檔案,運(yùn)用歷史分析的方法,圍繞著英法美三邊互動(dòng)以及外交政策與國(guó)內(nèi)政治的互動(dòng)這兩條線索,力圖對(duì)60年代初期的英法核外交的具體過(guò)程進(jìn)行比較完整地揭示。 本文由緒論、正文三章和結(jié)語(yǔ)組成。第一章是緒論。主要是對(duì)國(guó)內(nèi)外相關(guān)研究現(xiàn)狀進(jìn)行分析,并對(duì)本文的研究思路和不足進(jìn)行了介紹。 第二章主要是對(duì)20世紀(jì)60年代初期英法核外交的重要?dú)v史背景進(jìn)行分析。重點(diǎn)分析了核政治對(duì)60年代初期英法核外交的重要影響。 第三章可以說(shuō)是本文的重點(diǎn)。重點(diǎn)對(duì)60年代初期英法核外交的具體過(guò)程進(jìn)行較為詳細(xì)地描述�；谕七M(jìn)英法核外交具體因素的不同,將60年代初的英法核外交分為三個(gè)階段。第一階段是雙方圍繞著階段是英法兩國(guó)共同推動(dòng)核外交進(jìn)程階段。雙方主要圍繞著藍(lán)光導(dǎo)彈展開了外交互動(dòng)。英國(guó)希望通過(guò)接觸能夠找尋出改善英法關(guān)系的具體途徑,同時(shí)也希望通過(guò)接觸來(lái)獲取解決取消藍(lán)光導(dǎo)彈研制而引發(fā)的英國(guó)核武獨(dú)立性不足問(wèn)題的具體方案；而法國(guó)則希望通過(guò)核外交以獲取英國(guó)的核援助,加速法國(guó)獨(dú)立核威懾力量的建設(shè)進(jìn)程。第二階段是應(yīng)對(duì)美國(guó)的多邊核力量計(jì)劃的階段。英國(guó)希望借此推動(dòng)英美法三國(guó)就三邊核合作議題達(dá)成協(xié)議。因?yàn)檫@不僅能有效地抵制美國(guó)的多邊核力量計(jì)劃,而且能滿足戴高樂(lè)在核合作方面的需求；法國(guó)則能通過(guò)接觸來(lái)緩解外界對(duì)其獨(dú)立發(fā)展核力量的質(zhì)疑。第三階段是破解英國(guó)加入歐共體僵局階段。這一階段也是英法兩國(guó)就核合作問(wèn)題展開外交接觸最為頻繁地階段。英法美三國(guó)圍繞著英法核交易展開了復(fù)雜的博弈。并對(duì)英法核外交的最終結(jié)局進(jìn)行了介紹。 第四章則對(duì)60年代初期的英法核外交的失敗原因進(jìn)行了分析。本文認(rèn)為造成雙方接觸無(wú)果而終的主要原因在于雙方對(duì)“獨(dú)立核力量”的不同認(rèn)知、美國(guó)的極力反對(duì)以及麥克米倫內(nèi)閣中反對(duì)英法進(jìn)行核合作的閣員的阻撓。
[Abstract]:In the early 1960 s, Britain and France engaged in three-year diplomatic contacts on nuclear cooperation. The nuclear diplomacy between the two sides was carried out against the background of the nuclear politics that emerged in the late 1950s. This also determines that from the very beginning, the nuclear diplomacy between the two sides involves not only the cooperation in the field of nuclear technology, but also the alliance politics within NATO. Domestic political battles over nuclear issues and the political rewards of nuclear co-operation are complex issues. In the diplomatic struggle between Britain and France on nuclear cooperation, domestic political factors and Atlantic Alliance political factors play a decisive role. Based on the relevant files on British and French nuclear diplomacy in the Macmillan Cabinet document Database, this paper uses the historical analysis method to focus on the two clues of the trilateral interaction between Britain, France and the United States and the interaction between foreign policy and domestic politics. This paper tries to reveal the concrete process of British and French nuclear diplomacy in the early 60's. This paper is composed of introduction, three chapters and conclusion. The first chapter is the introduction. This paper mainly analyzes the current situation of domestic and foreign research, and introduces the research ideas and shortcomings of this paper. The second chapter mainly analyzes the important historical background of British and French nuclear diplomacy in the early 1960s. The important influence of nuclear politics on British and French nuclear diplomacy in the early 1960 s was analyzed. The third chapter can be said to be the focus of this paper. This paper focuses on the detailed description of the process of British and French nuclear diplomacy in the early 60 s. Based on the differences of specific factors in advancing British and French nuclear diplomacy, the British and French nuclear diplomacy in the early 1960s was divided into three stages. The first stage is the phase around which Britain and France jointly promote nuclear diplomacy. The two sides mainly around the blue-ray missile diplomatic interaction. Britain hopes to find a specific way to improve the relationship between Britain and France through contact, and also hope to obtain a specific plan to solve the problem of the lack of independence of British nuclear weapons caused by the cancellation of the development of Blu-ray missiles. France, on the other hand, hopes to gain nuclear aid from Britain through nuclear diplomacy to speed up the construction of its independent nuclear deterrent. The second stage is the response to the United States' multilateral nuclear program. Britain hopes to push Britain and France to reach an agreement on trilateral nuclear cooperation. Not only would it effectively resist the United States' multilateral nuclear program, but it would also meet de Gaulle's need for nuclear cooperation, while France would be able to engage to ease doubts about its independent development. The third stage was to break the deadlock of Britain's entry into the European Community. This phase is also the most frequent phase of diplomatic contacts between Britain and France on nuclear cooperation. Britain, France and the United States have engaged in a complex game around the British and French nuclear deals. The final outcome of British and French nuclear diplomacy is also introduced. The fourth chapter analyzes the failure of British and French nuclear diplomacy in the early 60's. This paper argues that the main reasons for the fruitless contact between the two sides lie in their different perceptions of "independent nuclear forces", the strong opposition of the United States and the obstructions of members of the Macmillan Cabinet who oppose British and French nuclear cooperation.
