【摘要】：正斯大林時代:特權(quán)腐敗制度化、合法化在斯大林時代,這個官僚特權(quán)階層主要享有如下特義:(1)宅第權(quán)。從中央到地方各級官員均有一處或幾處別墅,少則花幾十萬盧布,多則上百萬盧布;凡是名勝地、風(fēng)景區(qū)、海濱、避暑勝地,兒乎全部被大小官員的別墅所占據(jù)。(2)特供權(quán)。各級黨政機(jī)關(guān)均有特設(shè)的內(nèi)部商店、餐廳、冷庫等供應(yīng)網(wǎng)絡(luò),按照官職大小、地位高低享受特殊供應(yīng)。手持特供證者在特供商店能買到質(zhì)
[Abstract]:During Stalin's time: privilege corruption was institutionalized and legalized during Stalin's time, this bureaucratic privileged class mainly enjoyed the following special rights: 1) homestead. Officials at all levels from the central to the local level have one or several villas, which cost hundreds of thousands of rubles and millions of roubles; all places of interest, scenic spots, seashore, and summer resorts are all occupied by villas of officials of large and small sizes. Party and government organs at all levels have special internal stores, restaurants, cold storage and other supply networks, according to the size of official posts, status enjoy a special supply.
