【摘要】: 本文以日本近代中央文官制度為研究對象,,探討的是日本近代文官制度產(chǎn)生,發(fā)展,以及中央文官制度本身的各項(xiàng)制度。文官制度內(nèi)容包括文官任用制度,文官管理制度,文官考試制度,文官組織機(jī)構(gòu)等。本文試圖從以上幾個方面對日本近代中央文官制度進(jìn)行分析論述,力求做到對近代日本中央文官制度有一個整體而全面的把握。本文認(rèn)為日本文官制度產(chǎn)生于日本近代,是在一定的政治、思想前提下,向西方引進(jìn)文官制度而形成的。建立起來的文官制度從各項(xiàng)內(nèi)容來看,完全具備西方資產(chǎn)階級性質(zhì)的近代文官制度,但作為天皇制的一個重要組成部分又有其日本獨(dú)特的一面。
[Abstract]:This article takes the modern Japanese central civil service system as the research object, and discusses the emergence and development of the modern Japanese civil service system, as well as the various systems of the central civil service system itself. The civil service system includes civil service appointment system, civil service management system, civil service examination system, civil service organization and so on. This paper attempts to analyze and expound the central civil service system in modern Japan from the above aspects in order to have an overall and comprehensive grasp of the central civil service system in modern Japan. This paper holds that the civil service system of Japan came into being in modern Japan and was formed by introducing the civil service system to the West on the premise of certain politics and ideology. The civil service system established in terms of various contents completely possessed the modern civil service system with the nature of the western bourgeoisie, but as an important part of the imperial system, it had its own unique side of Japan.
