【摘要】： 愛爾蘭土地問(wèn)題形成于17世紀(jì)中葉,到19世紀(jì)末逐漸成為解決愛爾蘭問(wèn)題的關(guān)鍵。英國(guó)政府試圖通過(guò)土地改革來(lái)遏制愛爾蘭人的獨(dú)立傾向,從而一勞永逸的解決這個(gè)長(zhǎng)期困擾它的問(wèn)題。圍繞愛爾蘭土地問(wèn)題,英國(guó)兩大政黨形成了不同的應(yīng)對(duì)策略。自由黨率先在愛爾蘭實(shí)行土地改革,并取得了一系列成果,但在土地改革舉步維艱時(shí),它卻轉(zhuǎn)向支持愛爾蘭自治,并因此遭致重創(chuàng),為其在20世紀(jì)退出歷史舞臺(tái)埋下了伏筆。保守黨則利用自由黨的分裂重新執(zhí)政,并通過(guò)溫和的土地立法解決了愛爾蘭土地問(wèn)題并制止了愛爾蘭獨(dú)立。 本文通過(guò)三個(gè)部分來(lái)闡述英國(guó)兩大黨在處理愛爾蘭土地問(wèn)題時(shí)的策略。 第一部分:主要概述愛爾蘭土地問(wèn)題的形成,大饑荒時(shí)期英國(guó)對(duì)愛爾蘭的政策,以及19世紀(jì)40年代英國(guó)政府解決愛爾蘭土地問(wèn)題的初步嘗試。 第二部分:主要分析格拉斯頓時(shí)期的愛爾蘭政策,指出自由黨的愛爾蘭土地改革方案是格拉斯頓“綏靖愛爾蘭”政策的有機(jī)組成部分,同時(shí)就英國(guó)政府對(duì)愛爾蘭政策轉(zhuǎn)變的成因予以說(shuō)明,并著重強(qiáng)調(diào)英國(guó)社會(huì)思潮的轉(zhuǎn)變是自由黨對(duì)愛爾蘭政策轉(zhuǎn)變的重要原因。 第三部分:著重論述保守黨政府的愛爾蘭土地購(gòu)買政策的形成和實(shí)施過(guò)程,并試圖回答英國(guó)的愛爾蘭土地改革政策能夠?qū)崿F(xiàn)雙贏的原因。
[Abstract]:The land problem of Ireland was formed in the middle of the 17 th century, and gradually became the key to solve the problem of Ireland by the end of the 19 th century. The British government tried to curb Irish independence through agrarian reform in order to solve once and for all the problem that had plagued it for a long time. Around the Irish land issue, Britain's two major political parties have formed different strategies. The Liberal Party took the lead in land reform in Ireland and made a series of achievements, but in the difficult time of land reform, it turned to support Irish autonomy, and thus suffered a heavy blow, which set the stage for its withdrawal from the stage of history in the 20th century. The Conservatives, on the other hand, took advantage of the Liberal Party's split and adopted moderate land legislation to resolve Ireland's land problems and stop Irish independence. This paper expounds the strategies of the two British parties in dealing with the land problem in Ireland in three parts. The first part mainly summarizes the formation of the Irish land problem, the British policy towards Ireland during the Great Famine, and the initial attempt of the British government to solve the Irish land problem in the 1840s. The second part mainly analyzes the Irish policy in Glaston's period, and points out that the Irish land reform plan of the Liberal Party is an organic part of Glaston's "appeasement Ireland" policy. At the same time, it explains the causes of the change of British government's policy towards Ireland, and emphasizes that the change of British social thoughts is an important reason for the change of the Liberal Party's policy towards Ireland. The third part focuses on the formation and implementation of the Irish land purchase policy of the Conservative government, and tries to answer the reasons why the Irish land reform policy in Britain can achieve win-win situation.
