【摘要】：下城是一座城市的心臟。然而,隨著美國(guó)城市郊區(qū)化進(jìn)程的發(fā)展,下城的城市地位日益下降,一系列社會(huì)問(wèn)題隨之而來(lái),下城中充斥著暴力、混亂、貧窮、污染等嚴(yán)重問(wèn)題,已然成為了衰敗的代名詞。盡管城市管理者實(shí)施了一系列再開(kāi)發(fā)政策以促進(jìn)下城振興,但直至二十世紀(jì)下半葉,大多數(shù)美國(guó)下城仍舊存在嚴(yán)重的經(jīng)濟(jì)問(wèn)題和令人堪憂的發(fā)展前景,下城衰落的窘?jīng)r未有明顯好轉(zhuǎn)�？尚业氖�,二十世紀(jì)末期信息化技術(shù)的發(fā)展為下城再開(kāi)發(fā)帶來(lái)了契機(jī),著重于發(fā)展高科技服務(wù)業(yè)的下城能夠在大都市區(qū)中起到更為專業(yè)性的作用。得益于信息化發(fā)展,這一時(shí)期的下城再開(kāi)發(fā)策略實(shí)施已然有了明顯的積極效果,譬如建筑的新增和再利用、改善交通運(yùn)輸條件、購(gòu)物中心建設(shè)、步行區(qū)建設(shè)、濱水區(qū)再開(kāi)發(fā)及歷史遺跡保護(hù)等再開(kāi)發(fā)策略,在城市空間整合、交通通達(dá)性和容納性提升以及綜合性經(jīng)濟(jì)中心建設(shè)方面都有所改善,許多城市下城一改之前頹廢的狀態(tài),重新煥發(fā)生機(jī)。然而,進(jìn)入新世紀(jì)以來(lái),部分再開(kāi)發(fā)策略逐漸暴露出了弊端,有些策略不再適合下城再開(kāi)發(fā)建設(shè)、有些策略則需要加以完善才能適應(yīng)下城現(xiàn)狀。因此,城市下城的再開(kāi)發(fā)之路仍舊任重道遠(yuǎn)。
[Abstract]:The lower city is the heart of a city. However, with the development of suburbanization in the United States, the status of the city is declining day by day, and a series of social problems follow. The city is full of violence, chaos, poverty, pollution and other serious problems, which has become a synonym of decline. Although city managers implemented a series of redevelopment policies to promote the revitalization of the city, until the second half of the twentieth century, most of the lower cities of the United States still had serious economic problems and worrying prospects for development. The plight of downtown decline has not improved significantly. Fortunately, the development of information technology at the end of the 20th century has brought the opportunity for the re-development of the city, focusing on the development of high-tech services can play a more professional role in the metropolitan area. Thanks to the development of information technology, the implementation of the strategy of redeveloping Xiacheng in this period has already had obvious positive effects, such as the addition and reuse of buildings, the improvement of transportation conditions, the construction of shopping centers and the construction of walking areas. Redevelopment strategies such as waterfront redevelopment and historical heritage protection have improved in terms of urban spatial integration, traffic accessibility and accommodation, as well as the construction of comprehensive economic centers. Many cities have been decadent before the reform of the city. Rejuvenate. However, since the beginning of the new century, some redeveloping strategies have gradually exposed some disadvantages, some of which are no longer suitable for the redevelopment and construction of the lower cities, and others need to be perfected to adapt to the present situation of the lower cities. As a result, the road of redevelopment of the city is still a long way to go.
