【摘要】：澳大利亞是一個(gè)移民國(guó)家。第二次世界大戰(zhàn)后至60年代中期是澳大利亞移民的重要?dú)v史時(shí)期。戰(zhàn)后澳大利亞百?gòu)U待興,加強(qiáng)防務(wù)、國(guó)家重建以及促進(jìn)社會(huì)發(fā)展等都是政府亟待解決的問(wèn)題,這些問(wèn)題的解決都離不開(kāi)豐富的人力資源。鑒于通過(guò)本國(guó)人口的自然增長(zhǎng)無(wú)法滿足對(duì)勞動(dòng)力大量需求的現(xiàn)實(shí),澳大利亞政府遂制訂了大規(guī)模的國(guó)家移民計(jì)劃。由于來(lái)自英國(guó)的移民數(shù)量與移民目標(biāo)相去甚遠(yuǎn),澳大利亞政府不得不調(diào)整其移民政策,將移民來(lái)源地從英國(guó)擴(kuò)大到歐洲大陸。 澳大利亞政府在接受歐洲大陸移民的過(guò)程中,對(duì)來(lái)自不同地區(qū)的移民實(shí)行不同的移民政策。來(lái)自西歐、北歐的移民是受到歡迎的,他們來(lái)到澳洲后得到了妥善的安置,并可以從事他們喜歡的工作;而來(lái)自東歐、南歐的移民只能被勉強(qiáng)地接受,他們?cè)诎闹抟仓荒軓氖乱恍w力勞動(dòng)。但無(wú)論如何,這一時(shí)期國(guó)家移民計(jì)劃的實(shí)施尤其是面向歐洲大陸招攬移民,不僅基本實(shí)現(xiàn)澳大利亞人口的增長(zhǎng)目標(biāo),而且基本滿足戰(zhàn)后國(guó)家建設(shè)對(duì)勞動(dòng)力的需求。 就移民政策作為一項(xiàng)國(guó)策而言,戰(zhàn)后有關(guān)歐洲大陸移民政策的制訂與實(shí)施,并沒(méi)有從根本上危及“白澳”政策,“白澳”政策仍是澳大利亞移民政策的根本。但不可否認(rèn)的是,接納歐洲大陸移民包括后來(lái)有選擇地接受少量歐洲以外地區(qū)的移民,說(shuō)明了傳統(tǒng)的移民政策開(kāi)始發(fā)生了變化。由此可見(jiàn),70年代初“白澳”政策最終退出歷史舞臺(tái)與這一時(shí)期移民政策微妙的變化不無(wú)關(guān)系。
[Abstract]:Australia is an immigrant country. The period from World War II to the middle of 60s is an important historical period for Australian immigrants. National reconstruction and the promotion of social development are urgent problems for the Government, which cannot be solved without a wealth of human resources. Given the fact that the massive demand for labour cannot be met through the natural growth of the country's population, The Australian government has developed a massive national immigration plan. Because the number of immigrants from the UK is far from its goal, the Australian government has had to adjust its immigration policy to extend the country of origin from the UK to continental Europe. In the process of accepting immigrants from continental Europe, the Australian government has adopted different immigration policies for immigrants from different regions. Immigrants from Western Europe and Northern Europe are welcome, and they have been properly resettled after they arrived in Australia. And they can do jobs they like; immigrants from Eastern and Southern Europe can only be reluctantly accepted, and they can only do some manual work in Australia. But anyway, During this period, the implementation of the National Migration Plan, especially the recruitment of immigrants to the European continent, not only basically achieved the goal of Australia's population growth, but also basically met the demand for labor force in the post-war national construction. As far as immigration policy is concerned, the formulation and implementation of immigration policy in continental Europe after the war did not fundamentally endanger the "White Australia" policy, which is still the basis of Australian immigration policy. The admission of immigrants from the European continent, including the subsequent selective acceptance of a small number of migrants from outside Europe, It shows that the traditional immigration policy began to change, so it can be seen that the final withdrawal of the "White Australia" policy from the historical stage in the early 1970s has something to do with the subtle changes in the immigration policy of this period.
