【摘要】： 對外援助是一種復雜的國際政治經(jīng)濟現(xiàn)象,是一國向外提供援助以達到維護和拓展自身國家利益的重要手段。本文對冷戰(zhàn)時期(1961-1978年)蘇聯(lián)對越援助政策的演變歷程及其對大國關(guān)系的影響進行系統(tǒng)的探討。本文認為,1961至1978年間,蘇聯(lián)對越援助政策的演變大致歷經(jīng)了三個階段:1961至1964年“不插手”的低水平援助階段,1965至1972年“積極介入”的擴大援助階段,1973至1978年援助的制度化階段。蘇聯(lián)援越政策的演變深受美蘇爭霸、意識形態(tài)紛爭、中蘇關(guān)系惡化以及蘇越領(lǐng)導人的個性因素等的影響。1961至1978年期間,蘇聯(lián)通過向越南提供以軍事援助和經(jīng)濟援助為主的援助方式,達到了在越南擊退美國,削弱中國影響的目的,但在客觀上也促使了中美關(guān)系的改善。蘇聯(lián)的援越政策對當今中國的對外援助具有重要的啟示意義。
[Abstract]:Foreign aid is a complex international political and economic phenomenon. It is an important means for a country to provide assistance to the outside world in order to maintain and expand its national interests. This paper makes a systematic discussion on the evolution of Soviet Union's aid policy to Vietnam and its influence on the relations of great powers during the Cold War period (1961-1978). From 1961 to 1978, The evolution of the Soviet Union's aid policy to Vietnam has roughly gone through three stages: the low level of "no intervention" from 1961 to 1964 and the expansion of aid from 1965 to 1972, and the institutionalization of aid from 1973 to 1978. The evolution of the Vietnamese policy was deeply influenced by the US and Soviet hegemony. Ideological disputes, deterioration of Sino-Soviet relations, and personality factors of Su Yue's leaders. Between 1961 and 1978, the Soviet Union reached the goal of repelling the United States in Vietnam by providing aid dominated by military and economic assistance. The purpose of weakening the influence of China, but also promoting the improvement of Sino-US relations objectively. The Soviet Union's policy of aiding Vietnam is of great significance to China's foreign aid today.
