【摘要】：20世紀80年代初,面對美蘇核均勢下前蘇聯(lián)咄咄逼人的對外擴張形勢,美國里根政府決定重整軍備,提出戰(zhàn)略力量現(xiàn)代化計劃,發(fā)展和部署導彈防御系統(tǒng),徹底消除前蘇聯(lián)的核威脅。除了里根個人對導彈防御的興趣和信念,其白宮幕僚和以特勒、本德森為代表的政府外游說集團的支持與建議,也為里根推出“戰(zhàn)略防御計劃”發(fā)揮了重要推動作用。“戰(zhàn)略防御計劃”的提出標志著美國核戰(zhàn)略思想由“相互確保摧毀”轉(zhuǎn)向“相互確保安全”的重大轉(zhuǎn)變。雖然它引發(fā)了美國朝野的爭論,但依然開啟了美國導彈防御系統(tǒng)建設的進程。
[Abstract]:In early 1980s, in the face of the aggressive external expansion of the former Soviet Union under the nuclear balance of the United States and the Soviet Union, the Reagan administration of the United States decided to rearm, put forward a plan for the modernization of strategic forces, and develop and deploy a missile defense system. The total elimination of the nuclear threat of the former Soviet Union. Apart from Reagan's personal interest and belief in missile defense, the support and advice of his White House staff and the government lobby represented by Teller Benderson, It also played an important role in promoting Reagan's "strategic defense plan". The proposal of the "strategic defense plan" marked a major shift from "mutual assured destruction" to "mutual assurance of security" in the United states nuclear strategic thinking. But it triggered a debate between the ruling and opposition parties in the United States. But it still started the process of building a missile defense system in the United States.
