【摘要】：20世紀初以來，美國醫(yī)療改革支持者們?yōu)槊绹窠】当ｋU的實現(xiàn)付出了不懈的努力，但屢次受挫。美國醫(yī)療改革之路為何如此艱辛?眾多學(xué)者們對此進行了研究，美國醫(yī)學(xué)會作為美國醫(yī)療改革問題主要阻礙受到學(xué)者們的關(guān)注。歷史悠久，財力雄厚的美國醫(yī)學(xué)會擔(dān)心醫(yī)療改革將影響其核心利益，因此使用各種手段阻止美國全民健康保險立法，，在1965年雙M立法以前，美國醫(yī)學(xué)會取得了完全的成功，阻止了任何有關(guān)全民健康保險的立法。 本文主要分成三部分，第一部分主要介紹了1930年代—1960年代美國醫(yī)療改革的歷史背景和美國醫(yī)學(xué)會的產(chǎn)生、發(fā)展情況。第二部分有三節(jié)，分別介紹了羅斯福政府、杜魯門政府、肯尼迪和約翰遜政府執(zhí)政時期美國醫(yī)學(xué)會運用多種政治策略成功阻止美國聯(lián)邦政府對醫(yī)療保險立法，以此分析美國醫(yī)學(xué)會對美國醫(yī)療改革的影響。文章的第三部分是對美國醫(yī)學(xué)會影響的分析及美國醫(yī)改對我國醫(yī)改的啟示。
[Abstract]:Since early 20th century, supporters of health care reform in the United States have made unremitting efforts to achieve universal health insurance in the United States, but have been repeatedly frustrated. Why is the road to health care reform so hard? Many scholars have studied this, and the American Medical Association (AMA), as a major obstacle to health reform in the United States, has attracted scholars' attention. The American Medical Association, which has a long history and deep financial resources, is worried that health care reform will affect its core interests. In 1965, before the double M legislation was enacted, the American Medical Association achieved complete success and prevented any legislation on universal health insurance. This paper is divided into three parts. The first part mainly introduces the historical background of American medical reform in 1930s and 1960s, the emergence and development of American Medical Association. During the Kennedy and Johnson administrations, the American Medical Association successfully prevented the federal government from legislating on health insurance, using a variety of political strategies. The third part of the article is the analysis of the impact of the American Medical Association and the enlightenment of the American Medical Reform to China's health care reform.
