沙俄在中東鐵路問題上的對華政策探析

【摘要】: 19世紀末20世紀初期,俄國社會形態(tài)進入帝國主義階段,為了能使殖民地的控制領(lǐng)域不斷擴大,并且能夠在遠東地區(qū)得到有效占領(lǐng),專制政體的俄國開始實施了預謀已久的對外侵略擴張政策,這時它的主要侵略矛頭已指向了東方的中國東北,以便于實現(xiàn)其更大的侵略野心。因此,如何能夠讓這一想法順利的實施,中東鐵路的修筑就是這一想法的歸宿。于是沙俄開始按步驟的展開了一系列的對外華政策,為它的侵略野心進行謀劃。中東鐵路的修筑就是沙俄侵略政策中的重點,中東鐵路既是俄國帝國主義吞并東北、侵略中國、稱霸遠東擴張政策的產(chǎn)物,更是侵華的重要工具。 本文計劃從3個方面對沙俄在修筑中東鐵路方面的對華政策進行探討和分析。 首先,闡述沙俄遠東政策的基本點。由此,可以更加了解當時沙俄出臺修筑中東鐵路政策的背景。 其次,對沙俄修筑中東鐵路過程中推進的具體對華對華政策進行分析。主要分析了沙俄修筑中東鐵路而實行的對華政策實施的步驟,從奪取中國東北鐵路租讓權(quán)開始,在政治、經(jīng)濟、金融機構(gòu)上實施具體的措施,然后又開始奪取中東鐵路及其支線的修筑權(quán),并圍繞中東鐵路的修筑實施一些措施。 最后,對沙俄修筑中東鐵路的對華政策進行了分析,用地緣政治、國際形勢和國家利益等相關(guān)理論加以探析,并對沙俄實施修筑中東鐵路對華政策的原因和目的進行分析。
[Abstract]:At the end of 19th century and the beginning of 20th century, Russian society entered the stage of imperialism, in order to enable the colonial control to expand and to be effectively occupied in the far East. The autocratic Russia began its premeditated policy of foreign aggression and expansion, when its main target of aggression was directed at northeast China in the East, in order to achieve its greater aggressive ambitions. How can this idea be carried out smoothly? the construction of the Middle East Railway is the end-result of this idea. So Russia began to launch a series of foreign China policies step by step. The construction of the Middle East Railway is the focus of the Russian aggression policy. The Middle East Railway is not only the product of Russian imperialist annexation of northeast China but also the important tool of the invasion of China. This paper plans to discuss and analyze Russia's China policy in the construction of Middle East Railway from three aspects. First of all, the basic point of Russian far East policy is expounded. Thus, it is possible to better understand the background of the Middle East railway policy introduced by Czarist Russia at that time. Secondly, it analyzes the specific China policy toward China promoted by Czarist Russia in the process of building the Middle East railway. It mainly analyzes the steps of implementation of the China policy implemented by Czarist Russia in the construction of the Middle East railway, beginning with seizing the concession right of the Northeast China Railway. In the political, economic, financial institutions, the implementation of specific measures, and then began to seize the Middle East Railway and the construction of the right to implement some measures around the Middle East railway construction. Finally, the paper analyzes the China policy of the Middle East railway construction in Czarist Russia, and analyzes the reasons and purposes of the construction of Middle East railway policy to China by using the theories of geopolitics, international situation and national interests.
