【摘要】：山縣有朋是明治國家的第二代核心領(lǐng)導(dǎo)人,從1878年就任參謀本部長以來,占據(jù)國家權(quán)力中樞40余年,在"確立近代天皇制國家構(gòu)造及天皇制國家觀的三大憲法《軍人敕諭》、《明治憲法》、《教育敕語》"中,主導(dǎo)制定了培育軍國主義的《軍人敕諭》和《教育敕語》。山縣有朋作為創(chuàng)建軍部的最高指導(dǎo)者,開創(chuàng)了軍政與軍令、國務(wù)與統(tǒng)帥二元分離的政治體制,而且借助天皇的權(quán)威對軍國主義政治體制的運作機構(gòu)"軍部",賦予了統(tǒng)帥權(quán)獨立、帷幄上奏權(quán)、軍部大臣現(xiàn)役武官專任制、軍令等于敕令等超越憲法的特權(quán),使之成為天皇制國家的權(quán)力重心和最具權(quán)威性的政治力量,稱其為天皇制軍國主義政治體制的奠基人絕不為過。
