【摘要】： 任何一個(gè)政權(quán)的存在和正常運(yùn)行都必須擁有一定的合法性資源。勃列日涅夫時(shí)期的蘇共也不例外。 在勃列日涅夫時(shí)期,蘇共擁有的合法性資源主要有共產(chǎn)主義意識(shí)形態(tài)資源、政治制度資源、統(tǒng)治績(jī)效資源以及魅力資源等。這些合法性資源都曾經(jīng)對(duì)蘇共政權(quán)的正常運(yùn)行發(fā)揮過重要作用。但是,任何一種合法性資源在發(fā)揮作用的同時(shí)都是有其限度的,因此,要借助一定條件發(fā)揮其作用。 本論文主要運(yùn)用歷史研究法、文獻(xiàn)分析法、綜合研究法等研究方法,以合法性理論為研究工具,對(duì)勃列日涅夫時(shí)期蘇共執(zhí)政合法性資源進(jìn)行研究。 首先,就意識(shí)形態(tài)合法性資源而言,它是勃列日涅夫時(shí)期蘇共執(zhí)政的重要合法性資源,發(fā)揮著蘇共執(zhí)政的安全閥的作用,但是,由于意識(shí)形態(tài)自身的內(nèi)在規(guī)定性,以及統(tǒng)治績(jī)效的制約,隨著時(shí)間的推移,它和社會(huì)現(xiàn)實(shí)之間存在著張力,從而使得其解釋社會(huì)現(xiàn)實(shí)的能力以及合法化能力下降。 第二,就政治制度合法性資源而言,它是勃列日涅夫時(shí)期蘇共執(zhí)政合法性來源之一,政治制度的民主性、平等性對(duì)于獲得民眾的認(rèn)同和支持發(fā)揮著重要的作用。但是,由于政治制度運(yùn)行過程與意識(shí)形態(tài)要求的民主性、平等性的背離,政治生活中腐敗現(xiàn)象嚴(yán)重等原因,導(dǎo)致了政治制度合法性功能的衰落。 第三,就統(tǒng)治績(jī)效合法性資源而言,由于這一時(shí)期的物質(zhì)績(jī)效、穩(wěn)定績(jī)效、公民資格績(jī)效等方面表現(xiàn)良好,統(tǒng)治績(jī)效發(fā)揮著重要的合法性功能,但是,由于統(tǒng)治績(jī)效受到績(jī)效合法性困境、意識(shí)形態(tài)等方面的制約,限制了其合法性功能的發(fā)揮。 第四,就魅力型合法性資源而言,勃列日涅夫試圖通過制造個(gè)人魅力,借助于魅力型合法性資源來進(jìn)行統(tǒng)治,但是,由于勃列日涅夫并不具備列寧和斯大林那樣的超凡個(gè)人魅力,也由于魅力型合法性不具有再生產(chǎn)的能力,勃列日涅夫做了種種努力,結(jié)果卻是事與愿違。 通過對(duì)勃列日涅夫時(shí)期蘇共執(zhí)政合法性資源的研究,使我們認(rèn)識(shí)到：為了有效發(fā)揮合法性資源的功能,共產(chǎn)黨必須根據(jù)時(shí)代的發(fā)展變化,根據(jù)合法性資源的運(yùn)行規(guī)律,做出相應(yīng)的調(diào)整,以改善和增強(qiáng)共產(chǎn)黨執(zhí)政的合法性資源,從而更好地維護(hù)和鞏固共產(chǎn)黨的執(zhí)政地位。
[Abstract]:The existence and normal operation of any political power must have certain legitimate resources, and the Soviet Communist Party in Brezhnev period is no exception. In Brezhnev period, the legitimacy resources of the Soviet Communist Party were mainly communist ideology resources and political system resources. Governance performance resources and charm resources. These legitimacy resources have played an important role in the normal operation of the Communist Party of Soviet Union. However, any kind of legitimacy resources have their limits while playing a role. Therefore, it is necessary to use certain conditions to play its role. This paper mainly uses the historical research method, the literature analysis method, the synthesis research method and so on research method, takes the legitimacy theory as the research tool, carries on the research to the Brezhnev period Soviet Communist Party ruling legitimacy resources. First of all, as far as ideological legitimacy resources are concerned, it is an important legitimacy resource of the ruling Communist Party of the Soviet Union in Brezhnev period, which plays the role of the safety valve of the ruling party of the Communist Party of Soviet Union, but. Because of the inherent stipulation of ideology itself and the restriction of ruling performance, there is tension between ideology and social reality with the passage of time. So that its ability to explain the social reality and the ability to legitimize the decline. Second, as far as the legitimacy resources of political system are concerned, it is one of the sources of the ruling legitimacy of the Communist Party of Soviet Union (CPC) in Brezhnev's time, and the democracy of the political system. Equality plays an important role in gaining people's approval and support. However, due to the democratic nature of political system and ideological requirements, equality deviates. The serious corruption in political life leads to the decline of the legitimate function of political system. Third, in terms of governance performance legitimacy resources, due to this period of material performance, stability performance, citizenship performance and other aspects of good performance, governance performance plays an important role in legitimacy, but. The ruling performance is restricted by the legitimacy of performance, ideology and so on. In 4th, Brezhnev tried to rule by creating personal charm with the aid of charismatic legitimacy resources, but. Because Brezhnev did not possess the extraordinary charisma of Lenin and Stalin, and because the charismatic legitimacy did not have the ability to reproduce, Brezhnev made all his efforts, which turned out to be counterproductive. Through the study of the ruling legitimacy resources of the Communist Party of Soviet Union in Brezhnev period, we realize that in order to play the function of legitimacy resources effectively, the Communist Party must according to the development and change of the times. In order to improve and strengthen the legitimate resources of the Communist Party in power and to better maintain and consolidate the ruling position of the Communist Party, the corresponding adjustment should be made according to the law of the operation of the legitimate resources.
