上海基層社區(qū)文化中心的制度分析和發(fā)展(IAD)研究

【摘要】:社區(qū)文化活動中心是一種典型的由政府投入建設(shè)和運營的公共資源。截至2014年3月底,上海共建成204個標準化的基層社區(qū)文化活動中心,基本覆蓋了每個街道、鄉(xiāng)鎮(zhèn)。但社區(qū)文化活動中心的運行機制尚不完善,提供公共文化服務(wù)的質(zhì)量和效能仍不盡如人意。因此,亟須找到一種合理有效的管理運行范式。制度分析和發(fā)展框架(IAD)被公認為公共池塘資源治理的“操作指南”,本文嘗試從IAD視角出發(fā),對社區(qū)文化活動中心的管理運行機制進行分析,根據(jù)IAD框架指出其中的不足,并提出提高管理運行水平的相關(guān)建議。
[Abstract]:Community cultural activity center is a typical public resource invested by government. By the end of March 2014, 204 standardized grass-roots community cultural activity centers had been built in Shanghai, covering almost every street and township. However, the operation mechanism of community cultural activity center is not perfect, and the quality and efficiency of providing public cultural service are still unsatisfactory. Therefore, it is urgent to find a reasonable and effective management operation paradigm. The institutional analysis and development framework (IAD) is recognized as the "operating guide" for the management of public pond resources. This paper attempts to analyze the management mechanism of the community cultural activity center from the perspective of IAD, and points out its shortcomings according to the IAD framework. And puts forward the related suggestion to improve the management operation level.
