【摘要】：中國(guó)的改革開放已經(jīng)經(jīng)過30年的發(fā)展,人民的物質(zhì)水平已經(jīng)大大提高,社會(huì)的已經(jīng)從溫飽轉(zhuǎn)向小康,伴隨著社會(huì)的發(fā)展,人民對(duì)精神文化的需求有了極大的提高。而且隨著社會(huì)發(fā)展的全球化,如何提高國(guó)家綜合實(shí)力的文化“軟實(shí)力”,繼而繼承、保護(hù)、發(fā)揚(yáng)我國(guó)的優(yōu)良文化,提升國(guó)家競(jìng)爭(zhēng)力,已經(jīng)成為擺在政府決策部門面前的重要議題。2011年10月黨的十七屆六中全會(huì)通過了《中共中央關(guān)于深化文化體制改革推動(dòng)社會(huì)主義文化大發(fā)展大繁榮若干重大問題的決定》,將文化建設(shè)提升到國(guó)家建設(shè)的高度,并對(duì)文化發(fā)展的任務(wù)和目標(biāo)進(jìn)一步明確,其中對(duì)政府應(yīng)起到的作用作出要求。山東作為文化大省,早就提出文化強(qiáng)省的建設(shè)目標(biāo),現(xiàn)階段如何更好地落實(shí)十七屆六中全會(huì)精神,從分發(fā)揮政府的引領(lǐng)指導(dǎo)作用,實(shí)現(xiàn)山東的文化大繁榮、大發(fā)展,滿足山東人民日益豐富的精神文化需求,實(shí)現(xiàn)山東經(jīng)濟(jì)文化的和諧發(fā)展就成為我們需求面對(duì)的和解決的任務(wù)。 本論文選取文化中帶有中國(guó)文化特色的公共文化和產(chǎn)業(yè)文化兩個(gè)范疇,對(duì)“十一五”以來的山東文化建設(shè)現(xiàn)狀進(jìn)行分析,把相對(duì)虛的內(nèi)容量化,從局部的共性特點(diǎn)推導(dǎo)整體需求,通過對(duì)公共財(cái)政在文化建設(shè)中的現(xiàn)狀分析,闡述公共財(cái)政在文化發(fā)展中起到的作用。根據(jù)文化發(fā)展中公共財(cái)政投入的現(xiàn)狀分析,提出目前山東文化發(fā)展中存在的“文化投入財(cái)政占比不高”、“政府財(cái)權(quán)和事權(quán)不匹配、不清晰”、“各級(jí)政府轉(zhuǎn)移支付不合理”等問題。文中有針對(duì)性地分析借鑒國(guó)內(nèi)、國(guó)際在文化發(fā)展中公共財(cái)政支持較好地地區(qū)和國(guó)家的先進(jìn)經(jīng)驗(yàn),根據(jù)公共文化和產(chǎn)業(yè)文化的不同屬性,提出政府財(cái)政部門確實(shí)應(yīng)該負(fù)起推動(dòng)文化繁榮發(fā)展的任務(wù),應(yīng)該進(jìn)一步加大對(duì)文化的投入,有針對(duì)性地制定相關(guān)的政策,改革創(chuàng)新公共財(cái)政的投入機(jī)制,確實(shí)完善公共文化服務(wù)體系,引領(lǐng)文化產(chǎn)業(yè)健康有序發(fā)展。并依此提出“提高各級(jí)政府認(rèn)識(shí),加大文化投入”、“理順政府的財(cái)權(quán)事權(quán)關(guān)系”、“完善轉(zhuǎn)移支付”、“創(chuàng)新文化投入方式”等具體建議。試圖對(duì)政府的文化建設(shè)方面公共財(cái)政投入和扶持的政策制定和實(shí)施提出參考性意見,幫助有關(guān)部門科學(xué)決策,使之建立起對(duì)文化發(fā)展扶持的長(zhǎng)效機(jī)制。最終建立科學(xué)完善的政府公共財(cái)政投入機(jī)制,確實(shí)有效的促進(jìn)山東文化發(fā)展,實(shí)現(xiàn)文化大省、強(qiáng)省建設(shè),使人民群眾確實(shí)享受到社會(huì)發(fā)展帶給的文化精神富足,維護(hù)公民的基本權(quán)益,滿足公民的多層次文化需求,實(shí)現(xiàn)社會(huì)公平,促進(jìn)和諧社會(huì)建設(shè),營(yíng)造良好的社會(huì)氛圍,為強(qiáng)省富民的目標(biāo)提供思想保障和精神基礎(chǔ)!
[Abstract]:China's reform and opening up has been through 30 years of development, the people's material level has been greatly improved, the society has changed from food and clothing to a well-off society, with the development of society, the people's spiritual and cultural needs have been greatly improved. And with the globalization of social development, how to improve the cultural "soft power" of national comprehensive power, and then inherit, protect and carry forward the fine culture of our country and enhance the national competitiveness, In October 2011, the sixth Plenary session of the 17th CPC Central Committee adopted the "decision of the CPC Central Committee on deepening the Reform of the Cultural system and promoting the Great Development and Prosperity of Socialist Culture". Cultural construction should be promoted to the height of national construction, and the tasks and objectives of cultural development should be further clarified, and the role that the government should play is required. As a major cultural province, Shandong has long put forward the goal of building a strong cultural province. At this stage, how to better implement the spirit of the sixth Plenary session of the 17th CPC Central Committee and give play to the leading and guiding role of the government in order to realize the cultural prosperity and great development of Shandong, To meet the increasing spiritual and cultural needs of Shandong people, it is our task to realize the harmonious development of Shandong economy and culture. This paper selects two categories of culture, public culture and industrial culture with Chinese cultural characteristics, analyzes the present situation of Shandong cultural construction since the 11th Five-Year Plan, quantifies the relative empty content. Through the analysis of the present situation of public finance in cultural construction, this paper discusses the role of public finance in the development of culture. According to the analysis of the present situation of the public financial input in the cultural development of Shandong Province, it is pointed out that the proportion of the cultural investment in the public finance is not high, and the government's financial power and administrative power are not matched and clear. "all levels of government transfer payment unreasonable" and other issues. This paper analyzes the advanced experiences of the regions and countries in which the public finance supports better in the cultural development, according to the different attributes of the public culture and the industrial culture. It is proposed that the financial departments of the government should indeed assume the task of promoting the prosperity and development of culture, should further increase the input into culture, formulate relevant policies in a targeted manner, and reform and innovate the investment mechanism of public finance. Indeed, improve the public cultural service system, leading the healthy and orderly development of the cultural industry. According to this, the author puts forward some concrete suggestions, such as "raising the understanding of all levels of government, increasing cultural input", "straightening out the relationship between the government's financial power and power", "perfecting transfer payment", "innovating the way of cultural input" and so on. This paper tries to give some advice to the government on the policy making and implementation of the public financial input and support in the cultural construction, to help the relevant departments to make scientific decisions and to establish a long-term mechanism to support the cultural development. Finally, the establishment of a scientific and perfect mechanism for government public financial input can really and effectively promote the cultural development of Shandong, realize the construction of a large cultural province and a strong province, so that the people can really enjoy the cultural and spiritual affluence brought by social development. To safeguard the basic rights and interests of citizens, to meet the multi-level cultural needs of citizens, to achieve social equity, to promote the construction of a harmonious society, to create a good social atmosphere, and to provide ideological security and spiritual basis for the goal of strengthening the province and enriching the people!
