【摘要】：海洋漁文化非物質(zhì)文化遺產(chǎn)是指人類在在海洋依存下,通過生產(chǎn)生活以口頭、動作或者其它方式代代相傳的文化產(chǎn)物,是民族智慧的象征、文化的精華、精神的結(jié)晶。近年來,隨著科技的高速發(fā)展,互聯(lián)網(wǎng)時代的到來,人們生產(chǎn)生活方式的更迭,加之人口流動加劇、城市化水平的提高,海洋漁文化非遺因其封閉性和小眾性逐漸被遺忘。另一方面因為對海洋漁文化非遺的錯誤認(rèn)識、隨意破壞以及過度的開發(fā)濫用導(dǎo)致海洋漁文化非遺受到極大破壞,加強海洋漁文化非遺管理刻不容緩。本文針對目前對海洋漁文化非遺管理存在的文化自覺不足,保護意識有待提高、展示平臺不夠非遺效應(yīng)成效有限、管理機制亟待完善、發(fā)展模式乏善可陳、資金渠道單一、市場運作不深等情況,從政府、社會兩個層面出發(fā)提出構(gòu)建象山縣海洋漁文化非遺管理制度的思考。文章第一部分以海洋漁文化、漁文化非遺保護的概念等方面理論分析開篇,分三個部分介紹,首先對海洋漁文化、漁文化非遺概念做一基本的界定。其次,對象山縣海洋漁文化非遺管理與政府、社會、協(xié)會的關(guān)系進行分析。提出象山縣海洋漁文化非遺管理制度的基本方向。最后通過分析學(xué)界現(xiàn)有的關(guān)于海洋漁文化非遺管理制度研究進行分析。文章第二部分對象山縣海洋漁文化非遺管理制度現(xiàn)狀分析。首先,對現(xiàn)有象山縣海洋漁文化非遺管理制度現(xiàn)狀進行說明。其次,從文化自覺不足,保護意識有待提高、展示平臺不夠非遺效應(yīng)成效有限、管理機制亟待完善、發(fā)展模式乏善可陳、資金渠道單一、市場運作不深等方面對目前象山縣海洋漁文化非遺管理制度現(xiàn)狀行分析,最后,根據(jù)現(xiàn)狀說明提出觀點。文章第三部分針對象山縣海洋漁文化非遺管理制度存在的問題及原因進行分析。反思“觀念存在認(rèn)識誤區(qū)、價值運用不夠、管理制度薄弱、保障機制缺失等不足現(xiàn)象。比較分析國內(nèi)外等先進地區(qū)的先進管理制度及在比較中得到啟示。文章第四部分將完善象山縣海洋漁文化非遺管理制度的對策,以推動海洋漁文化非遺保護管理的良性發(fā)展。從“宣傳、政府、社會”等層面進行對策研究,設(shè)想提出“依法行政、政府主導(dǎo)、堅持傳承、市場化運作”的象山縣海洋漁文化非遺管理模式。
[Abstract]:The intangible cultural heritage of marine fishery culture refers to the cultural products passed down from generation to generation by human beings through production and life through oral action or other means under the condition of ocean dependence. It is the symbol of national wisdom the essence of culture and the crystallization of spirit. In recent years, with the rapid development of science and technology, the arrival of the Internet era, the change of people's production and life style, the intensification of population flow, the improvement of urbanization level, the marine fishery culture is gradually forgotten because of its closeness and minority nature. On the other hand, because of the wrong understanding of the marine fishery culture, arbitrary destruction and excessive exploitation and abuse, the marine fishery culture is greatly damaged, so it is urgent to strengthen the management of the marine fishery culture. This paper aims at the lack of cultural consciousness, the need to improve the consciousness of protection, the limited effectiveness of the display platform, the urgent need to improve the management mechanism, the lack of development model and the single channel of funds. Market operation is not deep, from the two levels of government and society, this paper puts forward the thinking of constructing the management system of marine fishery culture in Xiangshan county. The first part of the article begins with the theoretical analysis of marine fishery culture and the concept of non-sequestration protection of fishery culture. It is introduced in three parts. Firstly, the concepts of marine fishery culture and fishing culture are defined in a basic way. Secondly, the relationship between the management of marine fishery culture and government, society and association in Xiangshan County is analyzed. The basic direction of the management system of marine fishery culture in Xiangshan County is put forward. Finally, through the analysis of the existing research on the management system of marine fishery culture. The second part analyzes the present situation of the management system of marine fishery culture in Xiangshan County. First of all, the present situation of the management system of marine fishery culture in Xiangshan County is explained. Secondly, from the lack of cultural consciousness, the need to improve the consciousness of protection, the limited effectiveness of the display platform, the urgent need to improve the management mechanism, the lack of development model, the single channel of funds, This paper analyzes the present situation of the management system of the marine fishery culture in Xiangshan County from the aspects of not deep market operation, and finally, puts forward the views according to the current situation explanation. The third part analyzes the problems and causes of the management system of marine fishery culture in Xiangshan County. The concept of "introspection" has some problems, such as misunderstanding of cognition, insufficient application of value, weak management system and lack of guarantee mechanism. Comparative analysis of advanced management system at home and abroad and its enlightenment. The fourth part of the article will perfect the management system of the marine fishery culture in Xiangshan County, so as to promote the benign development of the protection management of the marine fishery culture. From the aspects of "propaganda, government, society" and so on, this paper proposes a management mode of "administration according to law, government leading, inheriting and marketization", which is not a legacy of marine and fishery culture in Xiangshan County.
